Case studies<br />

The whole development is under strict freezing since 1991 to enable the<br />

Government decide on the type of development.<br />

Touristic development retrospective<br />

The recent year discussions has developed four main ideas on development:<br />

1. Sustainable development, with agrotourism and ecotourism.<br />

2. Soft coastal development, which promote 8 hotel units next to sandy beaches.<br />

3. Infrastructure development, with the strengthening of agricultural roads,<br />

irrigation projects, establishment of a telecommunication system, provision of<br />

electricity, etc.<br />

4. Unregulated development, which allows the construction in close proximity to<br />

the boundary of the proposed National Park.<br />

Management of the system<br />

There is a substantial difference in the perception of development between:<br />

− the Government, the METAP consultants, the Cyprus Tourism Organisation<br />

(CTO) and the NGOs on the one hand,<br />

− the developers and community leaders on the other.<br />

Measures for tourism development and its integration into a<br />

system of sustainable development<br />

The first part of the involved parties have reached to a group of suggestions:<br />

developmental grants - planning control - land use - access - agricultural<br />

development - infrastructure.<br />

Developments currently ongoing<br />

The Akamas issue is under strong debate. The Government promised to take the<br />

subject to the Parliament for final decision.<br />

Balanced or imbalance current situation<br />

Strong pressure is carried out by the developers on the political parties and the<br />

locals to refuse the proposed management plan. In contrary, they propose their own<br />

plan, which are based on the mass tourism development.<br />

Challenges for the future<br />

If the Government and the Parliament will decide for the implementation of the<br />

management plan, it will be the culmination of over 13 years of efforts started<br />

firstly by the NGOs.<br />

The aim is the protection of the environment, in parallel to the development of the<br />

local communities, without the developers playing the role of the "boss" in the<br />

region.<br />
