Case studies<br />

measures for the protection and conservation of the biodiversity, the<br />

necessary investments on infrastructure for tourism, and for the<br />

institutional strengthening.<br />

2. Establishing the co-ordination at national, local and sectorial levels, and<br />

between the national and regional agencies for the planning of the territory.<br />

3. Starting the implementation of the Masterplan for Saranda-Butrinti (offices<br />

and equipment supply, expert contributions, etc.).<br />

4. Administration studies. These are studies to provide an institutional basis<br />

for decision making such as the strategy of tourism and marketing, the<br />

rights of exploitation of fishing, economic initiatives, etc.<br />

5. Organisation of local groups which support CZM. These will be groups of<br />

interested people, small scale users of natural resources, etc.<br />

Policy and legal frameworks<br />

1. The process of discussion and approval. This requires a co-ordination at<br />

national and local level concerning the permissions for investments in the<br />

coastal zone Saranda-Butrinti, to make sure that they are given to projects<br />

in accordance with the masterplans and the plans of administration.<br />

2. Compilation of the main guidelines for the development of the coast line.<br />

This includes the compilation of guidelines for the boundaries, the<br />

prevention of coastal erosion, the building heights, the land - use, the<br />

architectural restorations, etc.<br />

3. Compilation of guidelines for the waste management and standards of<br />

emissions.<br />

4. Requirements for the users. This activity will allow the touristic structures<br />

to pay to local institutions that are responsible for the environment<br />

protection, in order to guarantee that there are no pressures and<br />

threatening to the biodiversity and the sustainability of environmental<br />

resources.<br />

Education and training. The activities will be:<br />

1. The integration of a national programme to increase the awareness at local<br />

level concerning the use and management of the coastal zone resources.<br />

This will be organised by involving the local agencies, local communities and<br />

schools.<br />

2. Professional training of the specialists. This includes the training of local<br />

and regional experts for the techniques of the Environmental Impact<br />

Assessment (EIA), Geographic Information Systems (GIS), planning and<br />

administration, implementation of the masterplans, control, monitoring and<br />

assessment processes.<br />

3. Training for the administration of protected areas. This implies training of<br />

experts at national, regional and local levels, including the working power<br />

which will be employed at the national park, reserve areas and restored<br />

areas. This may require the organising of international workshops, training<br />

sessions in the area and study trips.<br />

Investments in information systems and monitoring<br />

1. Equipment supply, laboratories, hardware, software, etc.<br />

2. Building the information system for the Saranda-Butrinti area.<br />
