Case studies<br />

Ministry of Tourism, responsible for an environmentally sound, long-term and<br />

sustainable tourism development while trying to increase our share in the<br />

international tourist.<br />

Since the 1980's the Turkish Government has followed liberalised, outwardoriented<br />

economic policies.<br />

The powerful development in tourism sector is mainly after the enactment of<br />

Tourism Encouragement Law in 1982, in which necessary arrangements are made<br />

and necessary measures are taken to regulate, develop and provide a dynamic<br />

structure of tourism sector.<br />

In this period, Tourism master (Land use) plans of Aegean and Mediterranean<br />

Coasts are prepared to show priority areas where infra and superstructures would<br />

be built.<br />

Approximately one million bed capacity is planned within this study.<br />

Within the framework of these planning studies, package projects and<br />

implementation plans for many areas are completed.<br />

Belek Tourism Development Areas<br />

One of the tourism development projects implemented in East Antalya region is<br />

Belek Project.<br />

In 1985 within the Serik Neighbouring are the areas starting from Aksu River (in<br />

the west) and Acisu River (in the east) has been declared as « Antalya Belek<br />

Tourism Centre » . This procedure gives our Ministry the right to prepare and<br />

approve the different scale implementation plans for the area surrounded by the<br />

boundaries of tourism centre.<br />

At that time, the area was defined as forest area in East Antalya Regional Plan<br />

(scale:1/25.OOO).<br />

Most of Belek's tourism development area is owned by the State. Most of the land<br />

was assigned to the Ministry of Tourism in 1984 for a development as major new<br />

resort area. The Tourism investors have obtained 49-year lease allocations from<br />

the Ministry of Tourism where total investments began in 1990.<br />

The Serik region employs more people in agriculture than is true for Turkey's<br />

average, but there is a tendency to employ locals in the tourism facilities.<br />

The soils of Belek region are very suitable for agriculture. Soils are rated good,<br />

irrigation is widespread and the weather is mild and free of freezing temperatures.<br />

Agricultural land represents 33% of the district. Forests represent 50% of it, the<br />

remainder defined as urban and others.<br />

This region is one of Turkey's most important greenhouse production centres. 450<br />

hectares in the Serik region are devoted to this activity, involving primarily the<br />

cultivation of vegetables and flowers.<br />

The beaches of the Belek area have been used for informal local tourism for many<br />

years. The local families used to build (barracas) along the beach. Most of them<br />

were removed before tourist development started.<br />
