These are investments in infrastructure, such as road enlargements, airport<br />

reconstruction, water connections, waste disposal, bunker removal, etc., which will<br />

enable the development of tourism in the area.<br />

Developments currently on going<br />

The difficult situation previously described is a mayor problem for the government.<br />

It is expected in short term the approval of The Coastal Zone Management Plan,<br />

and consequently, the implementation of the particular masterplans proposed.<br />

Challenges for the future<br />

The main challenge for the future of the region is the implementation of the<br />

strategy for the development of the sustainable tourism, biodiversity, protection<br />

and restoration of marine, wetland and terrestrial environments. This will not be<br />

an easy task, considering that this is the first experience for Albania in developing<br />

the concepts of sustainable development.<br />

The main lessons learned<br />

Key factors in the development of tourism<br />

The economic advantage over other regions regarding the opportunities (1) to<br />

revitalise the agriculture (the region’s primary activity), (2) to develop support<br />

structures for tourism along a pristine coastline.<br />

Tourism will contribute to the direct creation of jobs, and hopefully re-attract the<br />

population which is actually (more than any other region in Albania) looking for<br />

jobs in Greece and Italy.<br />

Relevant indicators<br />

• Increment of the number of tourists per year in the area.<br />

• Increment with respect to the total national increment index.<br />

• Income from international tourism in the region in comparison with the rest<br />

of the other touristic regions.<br />

• Quantity of jobs created by the sector of tourism with respect to the total<br />

employment in the region per year compared with the other regions.<br />

• Degree of use of local products.<br />

Criteria to choose this region<br />

• Excellent basis for tourism development, based on the fact that the<br />

environment in this area has not been affected by industrial processes.<br />

• Potential development of rural tourism, whose quality can be comparable<br />

with those of other areas of the Mediterranean Region.<br />

• High level of biodiversity, which needs to be protected and integrated with<br />

the possibilities of the tourism development in the region.<br />

• Rich cultural heritage, especially the archaeological site of Butrinti, which<br />

can serve as a base for the “cultural” tourism<br />
