development within a National Park (Olympos-Bey Mountains National Park) with<br />

well preserved natural, historical and agricultural values expecting a visitor profile<br />

of high level education and income. With subsequent modifications, the area is<br />

loosing its « environmentally well preserved » image. The visitor profile is getting<br />

down.<br />

Challenges for the future<br />

The original Project has outstanding assets. If further additional overloaded<br />

development can be avoided, it will still remain as one of the most attractive<br />

resorts of the Mediterranean Basin and a good example of sustainable<br />

development.<br />

Necessary means to mobilise<br />

1) Planning modifications in terms of additional bed capacity and housing has<br />

to be stopped.<br />

2) Strict reinforcement of plan decisions.<br />

3) Avoid illegal constructions and violation of forest and public lands.<br />

4) Avoid destruction of coastal morphology (i.e. sand extraction).<br />

5) Reinforce International Control Mechanisms for pollution oriented towards<br />

East Mediterranean. Besides, to avoid speculate pressures on the project<br />

area, a new planning study has to be started for the Valley of GODENE<br />

which lays parallel to the coastline behind the Bey Mountains.<br />

The main lessons learned<br />

Key factors in the development of tourism<br />

Before the implementation of the project, a decision was taken for construction of a<br />

coastal road and its construction had already started. This road would attire the<br />

unwanted speculative, rapid development of to the area. This road was later<br />

integrated to the project with its side connections planned and implemented. More<br />

involved studies could be carried out but time was limited to stop the degeneration<br />

of the area. A quick action has to be taken. The existence of an airport and<br />

landownership pattern was also the key factors for the development.<br />

Explanatory factors of successful (or unsuccessful) relationship between tourism<br />

and sustainable development<br />

Ministry of Tourism shared the preparation of land-use plans in 1/25 000 scale as<br />

well as the implementation of the project components with all the relevant<br />

ministries and agencies and with their local units. Each agency involved in the<br />

project adopted the relevant component as their own project.<br />

The Project Unit located in Antalya tried to communicate with the local people and<br />

create a public awareness in the Region and in the country for the project to be<br />

accepted. Although these Public Relation activities were limited, they helped a lot<br />

to the success of the project. However with wider campaign in this field some<br />

problems faced during the implementation could be avoided.<br />

The Land-use plans could be realised in relatively shorter time due to the presence<br />

of large scale state ownership of the land. Related public Agencies were well<br />
