Case studies
At present, the Association shows a greater interest in conservation as a
consequence of tourist’s demand for a cleaner environment.
All public needs in the tourism investment zone are furnished by Betuyab.
Two water sewage plants were planned for the tourism investment area, one is in
operation, it has 40 000 person/day capacity; the second one will be in operation
shortly and it has also a capacity of 40 000 person/day. The treatment system is
being operated by a company established by the Ministry of Tourism, to operate
such systems (TURAS). Plans state that treated water will be distributed for
irrigation use, and the surplus will be discharged into rivers.
The hotels have a solid waste collection system that is suitable for their needs. For
villages, towns and secondary houses, the municipalities are responsible for
collecting and managing solid waste.
Visitors come from the Antalya International airport along road E-24. It has
double lines in both directions. The off roads in tourism areas are good enough to
be accepted.
Institutional Aspects: (Legal Framework)
The Ministry of public works and Resettlement is one of the country's major
administrations, responsible for both planning and urban development, as well as
infrastructure facilities such as roads. This Ministry performs these functions
through delegation from other ministries, primarily the Ministry of Tourism. The
Ministry of Public Works and Resettlement plays a very important role at the local
level.
Since 1982, the Ministry of Tourism has been one of the major actors in coastal
zone planning and development. The Tourism Incentive Law gives the Ministry of
Tourism authority over vast sections of the coast to manage, where the goal is to
organise and promote the establishment of tourist facilities.
The goal for the Ministry of Environment, which was established in 1991, is: « to
protect and improve the environment in general » .
The following Ministries are expected to deal with land use issues directly or
indirectly.
Ministry of Agriculture and Village Affairs;
Ministry of Public Works and Resettlement;
Ministry of Tourism;
Ministry of Environment;
Ministry of Culture;
Ministry of Forestry.
At the local level, Governors, District Governors, Municipalities, Village Heads
(muhtars) are responsible for land use policies and implementations The city
planning law considerably reinforced the powers of municipalities.
Aiming at the land use planning, these laws are to be enforced: National Parks
Law, Coastal Law, Construction Law, Municipalities Law, Law for the
Encouragement of Tourism and the Law of Forestry.
