Case studies<br />

At present, the Association shows a greater interest in conservation as a<br />

consequence of tourist’s demand for a cleaner environment.<br />

All public needs in the tourism investment zone are furnished by Betuyab.<br />

Two water sewage plants were planned for the tourism investment area, one is in<br />

operation, it has 40 000 person/day capacity; the second one will be in operation<br />

shortly and it has also a capacity of 40 000 person/day. The treatment system is<br />

being operated by a company established by the Ministry of Tourism, to operate<br />

such systems (TURAS). Plans state that treated water will be distributed for<br />

irrigation use, and the surplus will be discharged into rivers.<br />

The hotels have a solid waste collection system that is suitable for their needs. For<br />

villages, towns and secondary houses, the municipalities are responsible for<br />

collecting and managing solid waste.<br />

Visitors come from the Antalya International airport along road E-24. It has<br />

double lines in both directions. The off roads in tourism areas are good enough to<br />

be accepted.<br />

Institutional Aspects: (Legal Framework)<br />

The Ministry of public works and Resettlement is one of the country's major<br />

administrations, responsible for both planning and urban development, as well as<br />

infrastructure facilities such as roads. This Ministry performs these functions<br />

through delegation from other ministries, primarily the Ministry of Tourism. The<br />

Ministry of Public Works and Resettlement plays a very important role at the local<br />

level.<br />

Since 1982, the Ministry of Tourism has been one of the major actors in coastal<br />

zone planning and development. The Tourism Incentive Law gives the Ministry of<br />

Tourism authority over vast sections of the coast to manage, where the goal is to<br />

organise and promote the establishment of tourist facilities.<br />

The goal for the Ministry of Environment, which was established in 1991, is: « to<br />

protect and improve the environment in general » .<br />

The following Ministries are expected to deal with land use issues directly or<br />

indirectly.<br />

Ministry of Agriculture and Village Affairs;<br />

Ministry of Public Works and Resettlement;<br />

Ministry of Tourism;<br />

Ministry of Environment;<br />

Ministry of Culture;<br />

Ministry of Forestry.<br />

At the local level, Governors, District Governors, Municipalities, Village Heads<br />

(muhtars) are responsible for land use policies and implementations The city<br />

planning law considerably reinforced the powers of municipalities.<br />

Aiming at the land use planning, these laws are to be enforced: National Parks<br />

Law, Coastal Law, Construction Law, Municipalities Law, Law for the<br />

Encouragement of Tourism and the Law of Forestry.<br />
