Results of the questionnaires
ordination of national and regional development at the highest
level.
Ministry of Tourism, Ministry of public works and resettlement
and Ministry of Environment are responsible for the coordination
of land-use plans as well as Environmental Impact
Assessment studies to ensure a physical development in
harmony with the environment.
State Planning Organisation is a central authority.
The three ministries have their provincial units that work
under the co-ordination and authority of the provincial
governor. They have to follow up the implementation of
investments and reinforce the legal framework.
Governmental decrees define “ Special Environment Protection
Areas ” proposed by the Ministry of Environment and
“ Tourism Areas ” and “ Tourism Centres ” proposed by the
Ministry of Tourism. Once discussed and approved by
Interministerial Committee, the relevant ministries control
and co-ordinate the development of the areas under their
respective jurisdiction.
The Ministry of Culture has the authority of declaring
“ Historical ” and “ Natural ” Sites and Monuments where
special measures of protection and preservation are reinforced.
The Ministry of Agriculture, Natural Resources and
Environment (MANRE) is responsible to administer overall
control and co-ordination over the protection and preservation
of the environment.
The Environment Committee is chaired by the Permanent
Secretary of the MANRE. Its members are representatives
from various ministries and agencies with executive
responsibilities on environmental or environmental-related
issues. The Committee reviews environmental programs,
further defines environmental policies and acts as an overall
co-ordinator among Ministries.
The Planning Bureau is the economic and administrative arm
of the Government and the Central Planning Commission for
the achievement of economic and social development. It is in
charge of the preparation of Five-Year Development Plans for
the overall, regional, sectoral and balanced development of the
island’s economy.
The Ministry of Commerce, Industry and Tourism (MCIT)
deals, among others, with the tourism policy, its formulation
and it supervises the CTO for the implementation of the
Governmental tourism policy.
Key decisions: for example, in June 1995, the Council of
