Ministry of Tourism, Ministry of public works and resettlement<br />

and Ministry of Environment are responsible for the coordination<br />

of land-use plans as well as Environmental Impact<br />

Assessment studies to ensure a physical development in<br />

harmony with the environment.<br />

State Planning Organisation is a central authority.<br />

The three ministries have their provincial units that work<br />

under the co-ordination and authority of the provincial<br />

governor. They have to follow up the implementation of<br />

investments and reinforce the legal framework.<br />

Governmental decrees define “ Special Environment Protection<br />

Areas ” proposed by the Ministry of Environment and<br />

“ Tourism Areas ” and “ Tourism Centres ” proposed by the<br />

Ministry of Tourism. Once discussed and approved by<br />

Interministerial Committee, the relevant ministries control<br />

and co-ordinate the development of the areas under their<br />

respective jurisdiction.<br />

The Ministry of Culture has the authority of declaring<br />

“ Historical ” and “ Natural ” Sites and Monuments where<br />

special measures of protection and preservation are reinforced.<br />

The Ministry of Agriculture, Natural Resources and<br />

Environment (MANRE) is responsible to administer overall<br />

control and co-ordination over the protection and preservation<br />

of the environment.<br />

The Environment Committee is chaired by the Permanent<br />

Secretary of the MANRE. Its members are representatives<br />

from various ministries and agencies with executive<br />

responsibilities on environmental or environmental-related<br />

issues. The Committee reviews environmental programs,<br />

further defines environmental policies and acts as an overall<br />

co-ordinator among Ministries.<br />

The Planning Bureau is the economic and administrative arm<br />

of the Government and the Central Planning Commission for<br />

the achievement of economic and social development. It is in<br />

charge of the preparation of Five-Year Development Plans for<br />

the overall, regional, sectoral and balanced development of the<br />

island’s economy.<br />

The Ministry of Commerce, Industry and Tourism (MCIT)<br />

deals, among others, with the tourism policy, its formulation<br />

and it supervises the CTO for the implementation of the<br />

Governmental tourism policy.<br />
