Quebec announced the construction of 300 new social housing<br />

units and the possibility to build 200 private homes.<br />

This measure by Quebec, although very laudable, is not in itself<br />

sufficient to eradicate the housing crisis. Canada must also fairly<br />

contribute to the effort. However, since Canada has remained<br />

silent to our various requests on the housing issue, <strong>Makivik</strong> has<br />

decided to launch a conflict resolution process, which is a form<br />

of mediation that will hopefully enable us to settle our dispute<br />

regarding the provision of social housing and the contribution<br />

that Canada should make. If this process fails, we will have no<br />

choice but to resort to the courts.<br />

Following several years of hard work, the premier of Quebec<br />

apologized to the Inuit of Nunavik concerning the sled dog<br />

slaughter that occurred in the 1950s and 1960s. It was a very<br />

moving and compassionate event that took place on August 8,<br />

<strong>2011</strong>, when Jean Charest, on behalf of the Government of Quebec<br />

and all Quebecers, said in Kangiqsualujjuaq, “the Government of<br />

Quebec recognizes that the Inuit society suffered from the effects<br />

of the sled dog slaughter that took place […] Since then, our<br />

relations have tightened and such a situation could not happen<br />

again today. Consequently, the Quebec government wishes to<br />

support the Inuit and their modern vision of the role of the [sled<br />

dogs]. I therefore offer my most sincere apologies.”<br />

A financial compensation has also been paid to <strong>Makivik</strong>, and<br />

we are deciding how the money will be used.<br />

The cost of living in Nunavik was again one of our most important<br />

concerns during the past year. A working group had<br />

been mandated to recommend measures to reduce the cost<br />

Le Canada doit également participer, mais il n’a pas répondu<br />

à nos diverses demandes concernant l’habitation. <strong>Makivik</strong> a<br />

donc décidé de lancer un processus de résolution de conflit,<br />

une forme de médiation, qui nous l’espérons permettra de régler<br />

définitivement le différend concernant la construction de logements<br />

sociaux et la contribution du Canada à cet égard. Si ce<br />

processus devait échouer, nous n’aurions d’autre choix que de<br />

recourir aux tribunaux.<br />

Après plusieurs années de travail, le premier ministre du<br />

Québec a présenté des excuses aux Inuits du Nunavik relativement<br />

à l’abattage des chiens de traîneaux qui s’est produit dans les<br />

années 1950 et 1960. Un événement empreint d’émotion et de<br />

compassion a eu lieu le 8 août <strong>2011</strong> lorsque le premier ministre<br />

du Québec a fait la déclaration suivante à Kangiqsualujjuaq au<br />

nom de tous les Québécois :<br />

« Le gouvernement du Québec reconnaît que la société inuite<br />

du Nunavik a subi les effets de l’abattage des chiens de traîneau<br />
