RESOLUTION AUTHORIZING AN AGREEMENT WITH
TRANSYSTEMS CORPORATION AS AN EXTRAORDINARY,
UNSPECIFIABLE SERVICE FOR THE IDENTIFICATION AND
NOMIATION OF ELIGIBLE
mSTORIC RESOURCES WITHI THE POWERHOUSE ARTS DISTRICT
REDEVELOPMENT PLAN ARA
TO THE MUNICIPAL, STATE AN NATIONAL REGISTERS OF
mSTORIC PLACES
COUNCIL OFFERED AND MOVED ADOPTION OF THE FOLLOWING
RESOLUTION:
WHEREAS, the City of Jersey City (City) requires the servicesofa consultat to
provide consulting services for the identification and nomination of eligible historic
resources withn the Powerhouse Art Distrct Redevelopment Plan area to the muncipal,
historic places; and

WHEREAS, in accordance with the Pay-to-Play Law, N.J.S.A 19:44A-20.5 ~
~., the City issued a Request for Proposals (RP) on December 3, 2009 by publicly
posting notice of the availabilty of the RFP on the Jersey City WEB Site; and
WHREAS, the City received six (6) proposals in response to the RFP; and
WHEREAS, a selection committee reviewed the proposals
and determined that
the proposal submitted by TranSystem Corporation was most responsive to the RFP; and
the five (5) eligible responders; and
also had the lowest bid of
WHREAS, the maxmum amount of the contract is $ 40,934.00; and
WHREAS, the resolution authonzing the award and the contract shall available for
public inspection; .
WHREAS, the Planing Division Director has certified that these services qualify as
extrordinar, unspecifiable services (EUS) under the Local Public Contrcts Law, N.J.S.A.
40A:ll-l et seq.;
NOW, THEREFORE, BE IT RESOLVED, by the Muncipal Council of
City of Jersey City that:
i. Subject to such modification as may be deemed necessar and appropriate
by Corporation Counsel, the Mayor, or Business Adminstrator, the City
of Jersey City is hereby authorized to enter into a contract with
TranSystem Corporation to provide consulting services for the
identification and nomination of eligible historic resources within the
Powerhouse Ar Distrct Redevelopment Plan area to the muncipal, state
historic places; and

3. The Award period shall be consistent with the terms and conditions of the
contrct between the City of Jersey City and the Jersey City Economic
Development Corporation with regard to ths project where as the
Maximum of$50,000.000 is avaiable in account number 02-213-40-930-
314; and
