Scope Of Work<br />

MA-ATP-<strong>2010</strong>-<strong>Jersey</strong> Ci ty-00004<br />

<strong>Jersey</strong> <strong>City</strong> is part of <strong>the</strong> New <strong>Jersey</strong> Department of Community Affair, Urban<br />

Coordination Council Targeted Cities. This section of <strong>Jersey</strong> <strong>City</strong> is also a<br />

part of <strong>the</strong> Down<strong>to</strong>wn His<strong>to</strong>ric Special Improvement District (HDSID). The HDSID<br />

is a public-private partnership through which property owners and business<br />

owners have a direct impact on His<strong>to</strong>ric Down<strong>to</strong>wn <strong>Jersey</strong> <strong>City</strong> neighborhoods and<br />

<strong>the</strong>ir development. The HDSID works with local businesses, property owners and<br />

neighborhood associations in conjunction with <strong>the</strong> <strong>City</strong> government <strong>to</strong> promote <strong>the</strong><br />

area, improve <strong>the</strong> services provided and undertake any and all activity <strong>to</strong> <strong>make</strong><br />

His<strong>to</strong>ric Down<strong>to</strong>wn <strong>Jersey</strong> <strong>City</strong> a better place <strong>to</strong> live, work and visit.<br />

Phases 1 and 2 from Grove Street <strong>to</strong> Coles Street are essentially complete.<br />

Phase 3 from Coles Street <strong>to</strong> Sumit Avenue is being funded with a grant through<br />

<strong>the</strong> American Recovery and Reinvestment Act (ARRA) Federal Stimulus program.<br />

Since <strong>the</strong> city was informed that <strong>the</strong> ARRA funding would not pay for any<br />

construction on intersecting and adjacent streets, <strong>the</strong> city is proposing <strong>to</strong><br />

utilize <strong>the</strong>ir Annual Transportation Program (ATP) funding <strong>to</strong> pay for this<br />

addi tional construction on 20 intersecting and adj acent streets. Phase 3 is in<br />

<strong>the</strong> process of being authorized for construction by <strong>the</strong> FHWA and will be ready<br />

for bidding within <strong>the</strong> next few months. All construction covered under this<br />

application is included in those plans.
