Jersey City is part of the New Jersey Department of Community Affair, Urban
Coordination Council Targeted Cities. This section of Jersey City is also a
part of the Downtown Historic Special Improvement District (HDSID). The HDSID
is a public-private partnership through which property owners and business
owners have a direct impact on Historic Downtown Jersey City neighborhoods and
their development. The HDSID works with local businesses, property owners and
neighborhood associations in conjunction with the City government to promote the
area, improve the services provided and undertake any and all activity to make
Historic Downtown Jersey City a better place to live, work and visit.
Phases 1 and 2 from Grove Street to Coles Street are essentially complete.
Phase 3 from Coles Street to Sumit Avenue is being funded with a grant through
the American Recovery and Reinvestment Act (ARRA) Federal Stimulus program.
Since the city was informed that the ARRA funding would not pay for any
construction on intersecting and adjacent streets, the city is proposing to
utilize their Annual Transportation Program (ATP) funding to pay for this
addi tional construction on 20 intersecting and adj acent streets. Phase 3 is in
the process of being authorized for construction by the FHWA and will be ready
for bidding within the next few months. All construction covered under this
application is included in those plans.
