17. Labor Standards
All laborers and mechancs employed by contractors and subcontractors in the
construction, alteration or repair including painting and decorating of projects,
buildings and works which are federally assisted under this Agreement shall be paid
wages at rates not less than those prevailing on similar constrction in the locality as
determined by the Secreta of Labor in accordance with Davis-Bacon Act, as
amended (40 W.S.U. 276A 5).
18. Discrimination in Employment Prohibited
The Subgrantee wil not discriminate against any employee employed in the
performance this Agreement, or against any applicant for employment because of
race, creed, color or national origin. The Subgrantee will take affrmative action to
ensure that applicants are employed, and that employees are treated' equally durig
employment, without regard to their race, creed, color or national origin. This
requirement shall apply to but not be limited to the followig: employment
upgrading; demotion or transfers; recruitment advertising; layoff or termnation; rates
of payor other forms of compensation' and selection for training, including
apprenticeship. In the event that the Subgrantee signs any contract which would be
covered by Executive Order 10925 (March 6, 1961) or Executive Order 1 1 114 (June
22, 1963), the contractor shall include the equal-employment clause specified in
Section 301 of Executive Order 10925, as amended.
19. Discrimination Prohibited
No person in the United State shall, on the grounds of race, creed, color or national
origin, be excluded from paricipation in, be denied the proceeds of or be subject to
discrimiation in the pedorrance of ths contract. The contract will comply with the
reguations that may be promulgated by NJADOH or pursuant to that Civil Rights
Act of 1964 (43 C.F.R. Par 1010).
