Pedestrian safety will be improved by <strong>the</strong> construction of curb ramps with detectable<br />

warning surfaces. The replacement of stream flow grates will improve bicycle safety.<br />

Construction of textured pavement crosswalks will improve safety of pedestrian and<br />

especially children walking <strong>to</strong> and from school. New traffic signs including pedestrian<br />

crossing signs will be installed. These improvements will provide a safer walking<br />

environment and add <strong>to</strong> <strong>the</strong> quality of life of <strong>the</strong> citizens of <strong>Jersey</strong> <strong>City</strong>.<br />

2. Is <strong>the</strong> proposed improvement part of a comprehensive or long range plan? (Explain<br />

below) ~ Yes 0 No<br />

The long-range plan is a streetscape along <strong>the</strong> entire length of Newark Avenue from US 1 &<br />

9/NJ 7 <strong>to</strong> Grove Street in Down<strong>to</strong>wn <strong>Jersey</strong> <strong>City</strong>. Segments are in different districts. 'lhe'<br />

streetscape will be a corridor <strong>to</strong> <strong>the</strong> <strong>Jersey</strong> <strong>City</strong> Waterfront. O<strong>the</strong>r districts include <strong>the</strong><br />

Hudson County Court House, Journal Square and India Square. Phases 1 and 2 are<br />

essentially complete. Phase 3 from Coles Street <strong>to</strong> S~it Avenue is being funded with a<br />

grant through <strong>the</strong> American Recovery and Reinvestment Act.<br />

3. Does <strong>the</strong> proposed project show potential for on~going community benefits beyond <strong>the</strong><br />

funding period? (Explain below) ø Yes 0 No<br />

This project will benefit <strong>the</strong> community by improving <strong>the</strong> quality of life for <strong>the</strong><br />

residents. This project me~ts. and exceeds <strong>the</strong> Federal and State ~oals of fostering more<br />

livable communities and enhancing <strong>the</strong> traveling experience. The streetscape along Newark<br />

Avenue will add a safe, convenient locale for residents, out-of-<strong>to</strong>wners and employees of<br />

businesses in <strong>the</strong> area, including <strong>City</strong> Hall employees, <strong>to</strong> congregate and shop. <strong>City</strong> Hall<br />

is located on Grove Street just south of Newark Avenue.<br />
