This is to request your approval of a resolution authorizing a contract to be executeas follows:

For the identification and nomination of eligible histom resources within the
Powerhouse Ars District Redevelopment Plan area to the municipal, state and
national registers of historic places.
This is requested to be awarded without competitive bids as an Extraordinary, Unspecifiable
Service (N.J.S.A. 40A: 11-5(1)(a)(ii). I do hereby certify as follows:
1. Provide a clear description of the work to be done.
~ Complete an eligibilty assessment of significant buildings within the Powerhouse
Ar District Redevelopment Plan Area for inclusion on the Municipal, State and
National Registers.
~ Provide a written report of this assessment including recommendation for
rehabiltation puruant to the Secreta of the Interior's Standards for Rehabiltation.
~ Prepare and provide all supporting documentation, including rot not limited to: new
photographs, gathering of period photographs, strctual condition and architectual
analysis, and other information necessar to complete the National Register
. Nomination(s).
~ Complete and submit the National Register of Historic Phces Nomination(s) for each
eligible building or for the distrct as a whole.
~ Conduct application presentations, including meeting attendace, public hearings,
and testimony when requested at both the local municipal and state hearings.
~ Coordinate work with the Jersey City Historic Preservation Offcer (JCHPO), and the
staff of the Division of City Planing.
~ Provide necessar advice and assistace on the project and the National Register
Application Process as directed by the JCHPO.
2. Describe in detail why the contract meets the provisions of the statute and
rules:
The consultat and staff must qualify under36 CFR Par 61 Historic Preservation
Professional Qualifications Stadards in order to pedorm these tasks.
