3. Concise Description of the Plan Proposed in the Resolution:
This resolution authorizes an agreement with TranSystems Corporation to provide professional
services for the identification and nomination of eligible historic resources within the Powerhouse
Art District Redevelopment Plan area to the municipal, state and national registers of historic
places.
Although it is a as an Extraordinar Unspecifiable Service, an RFP was issued for this project.
There were six (6) responders. Of these, five (5) were eligible. TranSystems Corporation was
both the most responsive to the RFP and the lowest bidder.
4. Reasons (Need) for the Proposed Program, Project, etc.:
After the presentation of report to the Jersey City Historic Preservation Commission, Jersey City
Planning Board and the Municipal Council, the Warehouse Historic District was established in
2005. Due to a technicality in the makeup ofthe Historic Commission's appointments, the
district's designation was ruled invalid by a Superior Court ruling in 2007. In the interim, one of
the district's pivotal elements (I I I Firt Street) was demolished.
The area needs to be re-evaluated, and the eligibilty report up-dated to correct the technical
deficiency of the past.
5. Cost of Proposed Plan, etc.:
The total contract amount is $40,934.00, funded through the Jersey City Economic Development
Corporation, Urban Enterprise Zone. This project has already been approved by the NJUZ Board
for funding.
6. Date Proposed Plan wil commence: Upon execution of the contract.
7. Anticipated Completion Date: May 30, 2010
