WITHIN THE POWERHOUSE ARTS DISTRICT REDEVELOPMENT PLAN AREA TO<br />

THE MUNICIPAL, STATE AND NATIONAL REGISTERS OF HISTORIC PLACES<br />

3. Concise Description of <strong>the</strong> Plan Proposed in <strong>the</strong> Resolution:<br />

This resolution authorizes an agreement with TranSystems Corporation <strong>to</strong> provide professional<br />

services for <strong>the</strong> identification and nomination of eligible his<strong>to</strong>ric resources within <strong>the</strong> Powerhouse<br />

Art District Redevelopment Plan area <strong>to</strong> <strong>the</strong> municipal, state and national registers of his<strong>to</strong>ric<br />

places.<br />

Although it is a as an Extraordinar Unspecifiable Service, an RFP was issued for this project.<br />

There were six (6) responders. Of <strong>the</strong>se, five (5) were eligible. TranSystems Corporation was<br />

both <strong>the</strong> most responsive <strong>to</strong> <strong>the</strong> RFP and <strong>the</strong> lowest bidder.<br />

4. Reasons (Need) for <strong>the</strong> Proposed Program, Project, etc.:<br />

After <strong>the</strong> presentation of report <strong>to</strong> <strong>the</strong> <strong>Jersey</strong> <strong>City</strong> His<strong>to</strong>ric Preservation Commission, <strong>Jersey</strong> <strong>City</strong><br />

Planning Board and <strong>the</strong> Municipal Council, <strong>the</strong> Warehouse His<strong>to</strong>ric District was established in<br />

2005. Due <strong>to</strong> a technicality in <strong>the</strong> <strong>make</strong>up of<strong>the</strong> His<strong>to</strong>ric Commission's appointments, <strong>the</strong><br />

district's designation was ruled invalid by a Superior Court ruling in 2007. In <strong>the</strong> interim, one of<br />

<strong>the</strong> district's pivotal elements (I I I Firt Street) was demolished.<br />

The area needs <strong>to</strong> be re-evaluated, and <strong>the</strong> eligibilty report up-dated <strong>to</strong> correct <strong>the</strong> technical<br />

deficiency of <strong>the</strong> past.<br />

5. Cost of Proposed Plan, etc.:<br />

The <strong>to</strong>tal contract amount is $40,934.00, funded through <strong>the</strong> <strong>Jersey</strong> <strong>City</strong> Economic Development<br />

Corporation, Urban Enterprise Zone. This project has already been approved by <strong>the</strong> NJUZ Board<br />

for funding.<br />

6. Date Proposed Plan wil commence: Upon execution of <strong>the</strong> contract.<br />

7. Anticipated Completion Date: May 30, <strong>2010</strong><br />
