RESOLUTION AUTHORIING THE ACCEPTANCE
OF A GRA AWAR FROM THE UNITED
STATES DEPARTMENT OF ENERGY FOR THE
ENERGY EFFICIENCY AND CONSERVATION
BLOCK GRAT FORMULA PROGRA
offered and moved adoption
WHREAS, the Energy Effciency and Conservation Block Grts ("EECBG")
Program, represents a Presidential pnonty to deploy the cheapest, cleanest, and most
reliable energy technology across the countr and
WHREAS, the Amencan Recovery and Reinvestment Act ("AR") of 2009 has
provided the fuding needed to ru this progr for the first time in history; and
WHREAS, the City of Jersey City ("City") was awarded $2,329,500 in formula grant
fuds under this program; and
WHREAS, the City would like to accept these fuds from the United States
Deparent of Energy in order to fud five (5) specific projects thoughout the City; and
WHREAS, the first project will consist of conducting a City-wide energy audit on all
City-owned facilities in need of a reduction of energy consumption; and
WHREAS, the second project wil be a Green Revolving Loan Fund which wil be
used to assist small businesses acoss the City with the costs associated with
weathenzation and retrofitting. This progr wil be managed by the Jerey City
Economic Development Corporation ("EDC"); and
WHREAS, the thid project will consist of using an allocated amount of fuds to
fush the Police Communcation Center with MEP equipment, pavement, a green roof,
sunshades, and other "greenig" components; and
WHREAS, the four project wil be utilizing the fuds to place solar trash compactors
along the waterfont in ordei:~i.reduce pollution by cuttg down the frequency of trh
collection trps; and
WHREAS, the fil project is going to utilize the allocated fuds to place fort-five
(45) LED street lamps along Mar Luther Kig Boulevard, in an area that is distressed
and under redevelopment; and
WHREAS, the acceptace of this grant wil enhance the City of Jerey City's efforts in
continuig to create a sustainable "green" footpnnt.
NOW, THEREFORE BE IT RESOLVED, by the Muncipal Council of the City of
Jersey City:
i. Jerah T. Healy, Mayor and/or Bnan O'Reily, Business Adminstrtor,
are hereby authonzed to execute a contrct and/or grt agreement with the
United States Deparent of Energy, Energy Effciency & Conseration
Block Grts Progr; and
2. The Offce of Management and Budget is authonzed to establish an account
in the amount of $2,329,500 for the Energy Effciency & Conservation Block
Grt.
