If a node has PAP information to be sent and gains access to the channel, the PAP information shall be sent inside
the Burst Header. If this node cannot transmit data symbols because of the assigned validity or because there are no
data to be transmitted, a Burst Header without data in the payload shall be sent. Because one node can be receiving
from more than one node, it could send more than one Burst Header without data in the payload.
