CAC_Chg message must be used when:
A resource parameter has changed and the node has to communicate the change to its FMN.
If the FMN receives a Reservation Change from an open Session Id, it updates the resources requested, the FMN
has to answer with a Reservation Change Confirmation Packet, indicating if the new resources requested are
accepted or not. If the requester node does not receive the acknowledgement of the packet sent, when a timeout
expires, it will send a new Reservation Change Packet.
