If the initial RRQ packet is lost, the DATA timer will expire too, and the connection will not be open.
In case of DATA timer expiration, the client would not get its translation table and will not be configured. For that
reason, it must retry sending another RRQ message again to request the translation table.
DATA timer value should be several times the ACK timer. Concretely, this value must be slightly greater than the
product of the Maximum Number of Retransmissions and the ACK timer:
DATA_Timer > Max_Retransmissions · ACK_Timer
The reason for using this value is to avoid useless retransmissions by the server, because the client might have
closed its connection, due to DATA timer timeout, before the server did. Thus, in case of DATA timer expiration,
the server should close the connection before the client.
