markets with m<strong>in</strong>or gaps <strong>in</strong> data series were used to construct complete time series. Gaps<br />

were filled by comb<strong>in</strong><strong>in</strong>g data from various sources, and occasionally, where only one data<br />

po<strong>in</strong>t was found to be miss<strong>in</strong>g, by <strong>in</strong>terpolat<strong>in</strong>g through averag<strong>in</strong>g the preced<strong>in</strong>g and<br />

succeed<strong>in</strong>g observations. N<strong>in</strong>e data po<strong>in</strong>ts and no more than two for each <strong>of</strong> the six series<br />

were filled this manner. <strong>The</strong> problem <strong>of</strong> data <strong>in</strong>consistency and miss<strong>in</strong>g observations was<br />

particularly acute for the preliberalization period, hence the short period considered. Usable<br />

price series were constructed for six markets: Kitale <strong>in</strong> Trans Nzoia, Migori and Awendo <strong>in</strong><br />

Migori, Kiritiri and Siakago <strong>in</strong> Mbeere, and Nairobi.<br />

Primary data on market<strong>in</strong>g costs were collected from maize traders <strong>in</strong> market sites <strong>in</strong> the four<br />

districts chosen for this study. <strong>The</strong>se sites are listed <strong>in</strong> Table 2.<br />

A structured questionnaire was used to collect <strong>in</strong>formation on <strong>in</strong>frastructure and government<br />

policies <strong>in</strong> facilitat<strong>in</strong>g or imped<strong>in</strong>g the private sector’s ability to respond to liberalization.<br />

Informal <strong>in</strong>terviews with key <strong>in</strong>formants <strong>in</strong> maize market<strong>in</strong>g provided general <strong>in</strong>formation on<br />

the maize subsector. In particular, discussions were held with key personnel <strong>in</strong> the policy<br />

decision mak<strong>in</strong>g process, <strong>in</strong>clud<strong>in</strong>g <strong>of</strong>ficials <strong>in</strong> the M<strong>in</strong>istries <strong>of</strong> Agriculture, F<strong>in</strong>ance,<br />

Plann<strong>in</strong>g and National Development, Office <strong>of</strong> the President, and NCPB. <strong>The</strong>se discussions<br />

served two important purposes. First, the <strong>of</strong>ficials provided important <strong>in</strong>sights <strong>in</strong>to the<br />

policymak<strong>in</strong>g and implementation process as it relates to the maize subsector. Second, the<br />

<strong>in</strong>terviews served to create awareness on the part <strong>of</strong> the <strong>of</strong>ficials about the study. We hope<br />

that this awareness will enhance goodwill and <strong>in</strong>crease the likelihood that the results <strong>of</strong> the<br />

study will be applied <strong>in</strong> the policymak<strong>in</strong>g process.<br />

2.3 Methods <strong>of</strong> Data Analysis<br />

2.3.1 Preamble<br />

Liberalization <strong>of</strong> agricultural markets affects the nature and efficiency <strong>of</strong> the market itself.<br />

Reform has observable effects on, among other th<strong>in</strong>gs, agricultural price levels, the extent <strong>of</strong><br />

price transmission between markets or market <strong>in</strong>tegration, the stability or volatility <strong>of</strong> market<br />

prices, changes <strong>in</strong> the size <strong>of</strong> market<strong>in</strong>g marg<strong>in</strong>s, and <strong>in</strong>vestments by private traders and other<br />

efforts to improve the function<strong>in</strong>g <strong>of</strong> markets (Kherallah et al. 2002). This study addresses a<br />

number <strong>of</strong> these issues through a comparative analysis <strong>of</strong> the preliberalization and
