4.2.3 Lack <strong>of</strong> attention to social issues<br />

Tied to the fact that the BVCs are perceived as exogenous is the failure to take account <strong>of</strong><br />

social relationships with<strong>in</strong> the society when the BVCs were <strong>in</strong>troduced. Given the lack <strong>of</strong> an<br />

<strong>in</strong>-depth understand<strong>in</strong>g <strong>of</strong> local sociodynamics, the <strong>in</strong>stitution <strong>of</strong> BVCs <strong>in</strong> Lake Malombe has<br />

led to a power struggle between village headmen (local leaders) and BVCs (Hara, Donda, and<br />

Njaya 2002). Moreover, the Fisheries Department, village leaders, and fish<strong>in</strong>g community<br />

pull the BVCs <strong>in</strong> different directions. As noted by Hara, Donda, and Njaya (2002), the BVCs<br />

were not occupy<strong>in</strong>g a power vacuum, and some <strong>of</strong> the roles and functions <strong>of</strong> BVCs <strong>in</strong>fr<strong>in</strong>ged<br />

on the powers, authority, and economic privileges <strong>of</strong> the traditional leaders such as village<br />

headmen. Consequently, migrant fisher folk must now seek permission and pay mawe<br />

(<strong>in</strong>formal taxes) to both the village headman and members <strong>of</strong> the BVCs.<br />

4.2.4 Organizational structure<br />

When the BVCs were <strong>in</strong>itially formed little thought was given to the organizational structure.<br />

<strong>The</strong>re was low representation <strong>of</strong> the fish<strong>in</strong>g <strong>in</strong>dustry (gear owners, marketers, etc.). As a<br />

result, the BVCs lack direction and are unable to agree on management objectives and<br />

strategies (Allison and Mvula 2002). In addition, poor representation by the fishers means<br />

that the members <strong>of</strong> BVCs do not appreciate the problems and needs <strong>of</strong> the fishers.<br />

4.2.5 Lack <strong>of</strong> understand<strong>in</strong>g <strong>of</strong> the roles <strong>of</strong> the BVCs<br />

<strong>The</strong>re is a lack <strong>of</strong> understand<strong>in</strong>g <strong>of</strong> the roles <strong>of</strong> the BVCs. Accord<strong>in</strong>g to Fisheries<br />

Department, BVCs were orig<strong>in</strong>ally envisaged as strong, <strong>in</strong>dependent bodies that could<br />

eventually assume delegated management responsibilities from the government. <strong>The</strong>ir roles<br />

were to:<br />

♦ act as <strong>in</strong>termediaries between the Department <strong>of</strong> Fisheries (DoF) and fisher<br />

communities;<br />

♦ assist DoF <strong>in</strong> licens<strong>in</strong>g gears;<br />

♦ enforce fish<strong>in</strong>g regulations such as m<strong>in</strong>imum mesh sizes and closed seasons;<br />

♦ participate <strong>in</strong> the formulation <strong>of</strong> fish<strong>in</strong>g regulations;<br />

♦ check formality <strong>of</strong> transfer <strong>of</strong> fishers;<br />

♦ formulate and implement <strong>in</strong>formal fish<strong>in</strong>g regulations for fishers at the beaches;<br />

♦ advise and tell people about the future <strong>of</strong> the fishery; and<br />

♦ conduct meet<strong>in</strong>gs with fishers to tell them about fish<strong>in</strong>g regulations.<br />

Results from the study suggest, however, that BVC members believed that they worked for<br />

the Fisheries Department and therefore needed to be paid. Mit<strong>in</strong>g’i yo popanda posay<strong>in</strong>a! (No<br />

meet<strong>in</strong>g without sign<strong>in</strong>g for an allowance!), one member <strong>of</strong> the BVC compla<strong>in</strong>ed dur<strong>in</strong>g the<br />

<strong>in</strong>terviews.<br />

5.0 CONCLUSIONS AND POLICY IMPLICATIONS<br />

This study has established that the chambo decl<strong>in</strong>e has many causes apart from the failure to<br />

enforce management regulations. Follow<strong>in</strong>g the decl<strong>in</strong>e <strong>of</strong> the fishery, the Fisheries
