District-specific constra<strong>in</strong>ts<br />

<strong>The</strong> major limitations to livestock production by district for the previous season as well as for the<br />

past few years are summarized <strong>in</strong> Tables 19 and 20, respectively. Dur<strong>in</strong>g the previous season,<br />

pests and diseases were the ma<strong>in</strong> constra<strong>in</strong>t <strong>in</strong> all four districts, still followed by <strong>in</strong>adequate<br />

pasture; except <strong>in</strong> Hoima where high <strong>in</strong>put costs featured as the second major constra<strong>in</strong>t (Table<br />

19). Pasture <strong>in</strong>adequacy was more severe <strong>in</strong> Iganga as well as Lira. This is probably expla<strong>in</strong>ed by<br />

the much smaller farm sizes and, hence, a small proportion <strong>of</strong> land allocated to livestock<br />

production <strong>in</strong> these districts as compared to Hoima and Apac (Table 1). High cost <strong>of</strong> <strong>in</strong>puts was<br />

the third most constra<strong>in</strong><strong>in</strong>g factor <strong>in</strong> Apac and Lira, while <strong>in</strong> Hoima and Iganga, the third ma<strong>in</strong><br />

constra<strong>in</strong>t was lack <strong>of</strong> capital. Interest<strong>in</strong>gly, the lack <strong>of</strong> clean water for livestock production was<br />

important only <strong>in</strong> Apac dur<strong>in</strong>g the previous season, but was very <strong>in</strong>significant <strong>in</strong> neighbor<strong>in</strong>g<br />

Lira <strong>in</strong>dicat<strong>in</strong>g the location specificity <strong>of</strong> this particular constra<strong>in</strong>t, hence requir<strong>in</strong>g targeted<br />

<strong>in</strong>tervention.<br />

In general, over the years, there are more variations <strong>in</strong> the constra<strong>in</strong><strong>in</strong>g factors among districts<br />

when a longer time horizon is considered. High <strong>in</strong>put costs were the ma<strong>in</strong> constra<strong>in</strong>t <strong>in</strong> Apac and<br />

Hoima, while pests and diseases were the ma<strong>in</strong> constra<strong>in</strong>t <strong>in</strong> Lira and Iganga (Table 20). Lack <strong>of</strong><br />

capital was second <strong>in</strong> Hoima and Iganga, while pests and diseases and <strong>in</strong>adequate pasture were<br />

the second most constra<strong>in</strong><strong>in</strong>g factor <strong>in</strong> Apac and Lira, respectively. <strong>The</strong>re was no commonality<br />

among districts with regards to the third and fourth most constra<strong>in</strong><strong>in</strong>g factors to livestock<br />

production, aga<strong>in</strong> reflect<strong>in</strong>g the fact that some constra<strong>in</strong>ts are district-specific. For <strong>in</strong>stance, theft<br />

<strong>of</strong> livestock was among the top four only <strong>in</strong> Hoima. <strong>The</strong> other factors <strong>in</strong> the top four but are<br />

district-specific <strong>in</strong>clude lack <strong>of</strong> extension services (Apac), lack <strong>of</strong> market (Iganga), conflicts<br />

(Iganga), and low prices and price fluctuation (Lira).
