A number <strong>of</strong> problems underm<strong>in</strong>e the efficient operation <strong>of</strong> the retail market. <strong>The</strong> sample<br />

retailers were asked to rank the problems <strong>of</strong> the retail market on a four-po<strong>in</strong>t scale: (1) no<br />

obstacle, (2) m<strong>in</strong>or obstacle, (3) moderate obstacle, and (4) very severe obstacle. High tax<br />

rates, expensive stall rent, unlicensed operators, lack <strong>of</strong> access to operat<strong>in</strong>g premises, and<br />

problems <strong>in</strong> tax adm<strong>in</strong>istration were the major constra<strong>in</strong>ts identified (Table 3.17). <strong>The</strong>se<br />

problems were also reported by flour factories and trad<strong>in</strong>g companies.<br />

Limited capital, <strong>in</strong>adequate human resources, a weak regulatory framework, poor<br />

<strong>in</strong>frastructure, and other factors have also constra<strong>in</strong>ed the operation <strong>of</strong> retailers. <strong>The</strong>y were<br />

unable to improve the retail market by expand<strong>in</strong>g <strong>in</strong>to mill<strong>in</strong>g and pack<strong>in</strong>g. Operators <strong>of</strong><br />

flourmills (not <strong>in</strong>cluded <strong>in</strong> this survey), however, have <strong>in</strong>creas<strong>in</strong>gly expanded their activities<br />

to <strong>in</strong>clude retail<strong>in</strong>g milled teff to their customers.<br />

Inefficiencies <strong>in</strong> the retail sector have also caused difficulties for consumers. A group<br />

discussion with consumers revealed that lack <strong>of</strong> reliable <strong>in</strong>formation about the quality and<br />

price <strong>of</strong> gra<strong>in</strong> is a major constra<strong>in</strong>t <strong>in</strong> the retail market. Households have two options <strong>in</strong><br />

buy<strong>in</strong>g teff: buy unmilled gra<strong>in</strong> from retailers and get it milled at flourmills or buy milled<br />

product from owners <strong>of</strong> flour mills. Consumers are certa<strong>in</strong>ly better <strong>of</strong>f if they can buy milled<br />

teff, but they have difficulty know<strong>in</strong>g the exact quality and grade <strong>of</strong> milled teff as visual<br />

<strong>in</strong>spection is less precise <strong>in</strong> the case <strong>of</strong> milled gra<strong>in</strong>. For the most part, they can only depend<br />

on what mill operators tell them.<br />

<strong>The</strong>re is widespread mistrust, however, <strong>of</strong> operators at the central market. Consumers<br />

generally perceive the quality <strong>of</strong> teff or other gra<strong>in</strong> they bought as poorer than what they were<br />

told or led to believe. In particular, the extent <strong>of</strong> impurities or unwanted type or grade can be<br />

high if the seller or <strong>in</strong>termediary is not a trusted client. In addition, there is little protection<br />

aga<strong>in</strong>st traders us<strong>in</strong>g <strong>in</strong>appropriate scales.
