Land Tenure, Agricultural Productivity and the Environment <strong>in</strong> Kenya<br />

1.0 INTRODUCTION<br />

1.1 Backgroun<br />

Kenya has a total surface area <strong>of</strong> 592,909 km 2 , out <strong>of</strong> which total land area is 581,679 km 2 .<br />

Only about 17 percent <strong>of</strong> this land area is arable, <strong>of</strong> high to medium potential for<br />

agriculture and <strong>in</strong>tensive livestock production. <strong>The</strong> rest <strong>of</strong> the land is classified as arid or<br />

semi-arid lands (ASALs) and ma<strong>in</strong>ly used for extensive livestock rear<strong>in</strong>g and wildlife<br />

(GoK, 2001b).<br />

Most <strong>Africa</strong>ns live <strong>in</strong> the rural areas and rely on land for their livelihood (Z<strong>in</strong>yama, 1999).<br />

Most <strong>of</strong> them live below the poverty l<strong>in</strong>e. In Kenya, 87 percent <strong>of</strong> the population lives <strong>in</strong><br />

the rural areas and subsistence farmers account for over 50 percent <strong>of</strong> the total poor (PRSP<br />

2001).<br />

Farm sizes vary widely, with the largest farms be<strong>in</strong>g found <strong>in</strong> the low ra<strong>in</strong>fall rangelands.<br />

3.5 million smallholder farms possess<strong>in</strong>g 3.2 million hectares while 3,600 large farmers<br />

account for 2.7 million hectares. (Table 1). With <strong>in</strong>creas<strong>in</strong>g population, available per<br />

capita arable land is dim<strong>in</strong>ish<strong>in</strong>g, with some densely populated regions such as Kisii and<br />

Rachuonyo districts already register<strong>in</strong>g less than half an acre per person. Most <strong>of</strong> the land<br />

<strong>in</strong> these areas is undergo<strong>in</strong>g land subdivision as a result <strong>of</strong> <strong>in</strong>heritance and <strong>in</strong>creas<strong>in</strong>g land<br />

sales.<br />

With the <strong>in</strong>creas<strong>in</strong>g demand <strong>of</strong> land for various uses, comprehensive land reforms are<br />

crucial. In <strong>Africa</strong>, land reforms <strong>in</strong>duce changes <strong>in</strong> land use patterns thereby affect<strong>in</strong>g the<br />

environment (Z<strong>in</strong>yama, 1999). Unresolved land reform and land tenure security issues<br />

pose major bottlenecks because <strong>of</strong> their implications for agricultural productivity and<br />

conservation <strong>of</strong> natural resources. Land use policies should encourage growth <strong>in</strong><br />

agricultural productivity and employment, better conservation <strong>of</strong> exist<strong>in</strong>g land and natural<br />

resources, and susta<strong>in</strong>able agricultural development.<br />

This paper is organized as follows: <strong>The</strong> next section gives a brief background on past<br />

performance <strong>of</strong> Kenya’s agricultural sector, the problem statement, objectives and study<br />

hypotheses. Section two <strong>of</strong>fers the literature review. <strong>The</strong> methodology is discussed <strong>in</strong><br />

Section three. Section four provides the study f<strong>in</strong>d<strong>in</strong>gs, conclusions and policy<br />

implications.
