By 2001, land demarcation and registration had already started <strong>in</strong> Mbita division but no<br />

title deeds had been issued. In other divisions, particularly Gwassi and Central divisions,<br />

the process <strong>of</strong> registration was still at <strong>in</strong>itial stages. Lambwe division is ma<strong>in</strong>ly a<br />

Government settlement scheme. Land disputes are be<strong>in</strong>g experienced <strong>in</strong> some divisions as<br />

people from other areas cont<strong>in</strong>ue to settle <strong>in</strong> the area.<br />

A reconnaissance study undertaken <strong>in</strong> February 2002 found out that Gwassi division had<br />

suitable characteristics for the study. <strong>The</strong> division had 5 locations, namely Gwassi<br />

Central, West, East, South and North locations and 15 sub-locations. It also had the three<br />

land tenure systems; on top <strong>of</strong> the hill was the trust land with disturbed forest and some<br />

people already settled; large parts <strong>of</strong> the land was demarcated with <strong>in</strong>dividual ownership<br />

although only about 1% was already registered. Land leas<strong>in</strong>g was found <strong>in</strong> Samba sublocation<br />

while what can loosely be termed as communal lands were found <strong>in</strong> areas left for<br />

public utilities.<br />

3.3.2 Laikipia<br />

Laikipia district covers an area <strong>of</strong> 9,723 km 2 and is divided <strong>in</strong>to seven divisions with 34<br />

adm<strong>in</strong>istrative locations and 64 sub-locations. <strong>The</strong> southwestern part <strong>of</strong> the district is the<br />

most densely settled. About 70 percent <strong>of</strong> the total population <strong>of</strong> 322,500 persons is<br />

concentrated <strong>in</strong> Rumuruti, Central and Ng'arua divisions. <strong>The</strong> three divisions have the<br />

highest potential for forestry and mixed farm<strong>in</strong>g due to their high altitude. <strong>The</strong> area ma<strong>in</strong>ly<br />

consists <strong>of</strong> an elevated plateau covered by volcanic ashes.
