percent <strong>of</strong> total animal prote<strong>in</strong> dur<strong>in</strong>g the 1970s. Of all the species, the chambo fishery has<br />

exhibited the s<strong>in</strong>gle most significant decl<strong>in</strong>e. From the 1980s to 2000, there was a total<br />

production loss <strong>of</strong> about 8,000–9,000 tons per year, equivalent to a US$15 million loss <strong>in</strong><br />

revenue to the <strong>in</strong>dustry, at current market prices.<br />

<strong>The</strong> dietary and economic contributions <strong>of</strong> the chambo fishery to the nation are<br />

significant. In view <strong>of</strong> this situation, it behooves scientists to conduct studies that can form<br />

the basis for policy review and strategic plann<strong>in</strong>g to arrest the decl<strong>in</strong>e <strong>of</strong> the fishery. This<br />

study was carried out to establish the ma<strong>in</strong> cause <strong>of</strong> the chambo decl<strong>in</strong>e with the view <strong>of</strong><br />

mak<strong>in</strong>g recommendations on the relevant policies.<br />

1.2 Objectives and organization <strong>of</strong> this study<br />

Given the decl<strong>in</strong>e <strong>in</strong> the chambo fishery, the follow<strong>in</strong>g questions arose: Was failure to<br />

regulate management regulations, the premise on which the PFMP was formulated, <strong>in</strong>deed<br />

the ma<strong>in</strong> reason for the chambo decl<strong>in</strong>e Could there be other pr<strong>in</strong>cipal causes for the decl<strong>in</strong>e<br />

that needed policy <strong>in</strong>tervention<br />

<strong>The</strong> overall objective <strong>of</strong> this study is to identify the causes <strong>of</strong> the decl<strong>in</strong>e <strong>of</strong> the<br />

chambo fishery so that appropriate policy steps can be taken. Specifically, the study was<br />

undertaken to identify pr<strong>in</strong>cipal issues associated with the decl<strong>in</strong>e <strong>of</strong> the chambo fishery, to<br />

characterize the various user groups and their activities <strong>in</strong> order to come up with reasons for<br />

the chambo decl<strong>in</strong>e, and thereafter to make appropriate recommendations for the<br />

management <strong>of</strong> the chambo fishery. <strong>The</strong> hypothesis <strong>of</strong> the study is that failure to enforce<br />

regulations on the exploitation <strong>of</strong> fishery was not the major cause <strong>of</strong> the decl<strong>in</strong>e <strong>in</strong> chambo<br />

fishery.<br />

<strong>The</strong> report starts with a literature review that describes past efforts to manage the<br />

fishery through community participation and its problems. <strong>The</strong> follow<strong>in</strong>g sections address<br />

methodology, results, discussion, and conclusions and policy implications.<br />

2.0 LITERATURE REVIEW<br />

<strong>The</strong> PFMP on Lakes Malawi and Malombe arose out <strong>of</strong> the chambo fishery crisis (FAO<br />

1993). Catches had decl<strong>in</strong>ed from about 8,300 tons <strong>in</strong> 1982 to less than 100 tons <strong>in</strong> 1994,<br />

represent<strong>in</strong>g a considerable <strong>in</strong>come loss to fishers. <strong>The</strong> total catch value had fallen from<br />

about MK36 million <strong>in</strong> 1982 to about MK8.4 million <strong>in</strong> 1990 (Wilson 1993). This collapse <strong>of</strong><br />

the chambo fishery was attributed to <strong>in</strong>discrim<strong>in</strong>ate capture <strong>of</strong> juveniles by f<strong>in</strong>e-meshed se<strong>in</strong>e<br />

nets, as reported by the FAO/UNDP-funded Chambo Research Project, implemented from<br />

1988 to 1992 <strong>in</strong> the southeast arm <strong>of</strong> Lake Malawi, the Upper Shire River, and Lake<br />

Malombe (GOM/UNDP/FAO 1995). <strong>The</strong> ma<strong>in</strong> reason given at the time for the proliferation<br />

<strong>of</strong> the undermeshed nets was the government’s difficulty <strong>in</strong> enforc<strong>in</strong>g management<br />

regulations. <strong>The</strong> top-down management style was said to have failed. An alternative<br />

management style was therefore needed, and PFM was <strong>in</strong>troduced.<br />

PFM is a management approach <strong>in</strong> which users participate <strong>in</strong> formulat<strong>in</strong>g policy and<br />

manag<strong>in</strong>g fisheries. It proposes a dynamic relationship and division <strong>of</strong> authority and<br />

responsibilities between government and local communities. Community participation is<br />

enhanced through the establishment <strong>of</strong> Beach Village Committees (BVCs) compris<strong>in</strong>g fish<strong>in</strong>g<br />

communities who work with fisheries extension staff at a local level (GOM 1993).
