7.4 Relevance <strong>of</strong> the f<strong>in</strong>d<strong>in</strong>gs to other countries<br />

Problems <strong>in</strong> redesign<strong>in</strong>g the structure <strong>of</strong> animal health service delivery to livestock<br />

keepers <strong>in</strong> response to the privatization process are common to most <strong>Africa</strong>n countries<br />

(Holden et. al., 1996). Public sector, budgetary constra<strong>in</strong>ts and external pressures mean that<br />

livestock keepers must meet larger shares <strong>of</strong> costs <strong>of</strong> services <strong>in</strong>creas<strong>in</strong>gly provided by<br />

private operators. This study <strong>in</strong>dicates that arid and semi arid lands – where millions <strong>of</strong><br />

livestock and their owner reside -- do not provide conducive environments for high cost<br />

private veter<strong>in</strong>ary practice. <strong>The</strong> results po<strong>in</strong>t to support for CBAHWs as a low-cost and<br />

susta<strong>in</strong>able strategy. However, supportive <strong>in</strong>stitutional and legal frameworks – which are<br />

currently lack<strong>in</strong>g <strong>in</strong> most <strong>Africa</strong>n countries – must first be developed. Further, CBAHWs<br />

require tra<strong>in</strong><strong>in</strong>g <strong>in</strong> new skills and competencies if they are to be viable <strong>in</strong> the long run.
