five or six days <strong>of</strong> the week. In fact, lack <strong>of</strong> space has been identified as one <strong>of</strong> the chief<br />

problems at the central market <strong>of</strong> Ababa. Thus, decentraliz<strong>in</strong>g the central market by<br />

establish<strong>in</strong>g market centers at different corners <strong>of</strong> Addis Ababa is also important. For<br />

example, wheat, teff, and maize market<strong>in</strong>g centers could be established along the R<strong>in</strong>g Road<br />

or along the ma<strong>in</strong> roads lead<strong>in</strong>g to the surplus-produc<strong>in</strong>g regions. This decentralization <strong>of</strong> the<br />

gra<strong>in</strong> market would greatly improve the efficiency <strong>of</strong> the market<strong>in</strong>g system and benefit the<br />

economy at large.<br />

Fifth, there is a need to develop transport and communication systems. Severe <strong>in</strong>frastructural<br />

deficiencies have <strong>in</strong>creased transaction costs for regional traders. Telephone connections are<br />

either absent or unreliable. Poor roads and truck<strong>in</strong>g systems have <strong>in</strong>creased the cost <strong>of</strong> gra<strong>in</strong><br />

transport. Improv<strong>in</strong>g the quality <strong>of</strong> roads and communications would <strong>in</strong>crease efficiency <strong>of</strong><br />

the gra<strong>in</strong> market and <strong>in</strong>crease production by reduc<strong>in</strong>g transaction costs and allow<strong>in</strong>g for<br />

timely delivery <strong>of</strong> <strong>in</strong>puts. Moreover, improved access to timely market <strong>in</strong>formation could<br />

help traders respond to policy-<strong>in</strong>duced measures or other shocks. It would also help<br />

policymakers to monitor the evolv<strong>in</strong>g effects <strong>of</strong> gra<strong>in</strong> market liberalization and identify<br />

problems that require <strong>in</strong>tervention <strong>in</strong> a timelier manner. Bank<strong>in</strong>g and credit facilities need<br />

substantial improvement to make effective use <strong>of</strong> any improvement <strong>in</strong> physical <strong>in</strong>frastructure.<br />

Sixth, the absence <strong>of</strong> strong wholesale activity has severely hampered the efficient operation<br />

<strong>of</strong> the market. In particular, regional traders <strong>in</strong>cur huge costs and uncerta<strong>in</strong>ty when search<strong>in</strong>g<br />

for buyers. <strong>The</strong> presence <strong>of</strong> regular wholesalers with sufficient capital and storage <strong>in</strong> the<br />

market cha<strong>in</strong> could mean that regional traders act as direct suppliers <strong>of</strong> the wholesalers with<br />

no cost for the services <strong>of</strong> <strong>in</strong>termediaries. Build<strong>in</strong>g the capacity <strong>of</strong> exist<strong>in</strong>g processors and<br />

encourag<strong>in</strong>g the establishment <strong>of</strong> new ones would also create a similar opportunity for<br />

regional traders.<br />

Food aid has saved the lives <strong>of</strong> millions <strong>of</strong> people, but it has also negatively affected prices<br />

and <strong>in</strong>vestments by traders and processors. Food-aid gra<strong>in</strong>s sold <strong>in</strong> the market are considered<br />

distortionary because they create uncerta<strong>in</strong>ty over quantity released to the market and time <strong>of</strong><br />

arrival. This uncerta<strong>in</strong>ty makes it very difficult for traders, processors, and some surplusproduc<strong>in</strong>g<br />

farmers to adjust and plan their <strong>in</strong>vestment. Cheap flour imports have also<br />

adversely affected the market. Thus there is a need for more proper target<strong>in</strong>g <strong>of</strong> food aid and<br />

protection <strong>of</strong> the domestic gra<strong>in</strong> market from cheap imports.<br />

F<strong>in</strong>ally, one <strong>of</strong> the ma<strong>in</strong> factors responsible for the poor performance <strong>of</strong> the gra<strong>in</strong> market is<br />

low demand. Widespread poverty has depressed demand and constra<strong>in</strong>ed gra<strong>in</strong> trade <strong>in</strong> the<br />

country. Government <strong>in</strong>tervention to improve <strong>in</strong>come and employment opportunities would<br />

boost demand and prices. <strong>The</strong> implication is that focus<strong>in</strong>g on supply side <strong>in</strong>terventions alone<br />

would not br<strong>in</strong>g self-susta<strong>in</strong><strong>in</strong>g development <strong>in</strong> the country. Demand for agricultural products<br />

must expand rapidly to absorb expansion <strong>in</strong> supply. Demand side <strong>in</strong>terventions should be<br />

directed at facilitat<strong>in</strong>g transformation <strong>of</strong> the entire economic structure or ensur<strong>in</strong>g rapid<br />

expansion <strong>of</strong> the non-agricultural sectors. <strong>The</strong> whole exercises <strong>of</strong> agricultural development<br />

led <strong>in</strong>dustrialization will be self-defeat<strong>in</strong>g unless it is accompanied by <strong>in</strong>creas<strong>in</strong>g employment<br />

and ris<strong>in</strong>g productivity <strong>of</strong> the non-agricultural sectors to resolve demand constra<strong>in</strong>ts to<br />

agricultural growth and development.
