It has been reported that gra<strong>in</strong> purchasers face security problems <strong>in</strong> visit<strong>in</strong>g the central<br />

market. <strong>The</strong>y are <strong>of</strong>ten surrounded by gangsters act<strong>in</strong>g as brokers and facilitators. Innocent<br />

and un<strong>in</strong>formed buyers are cheated <strong>in</strong>to buy<strong>in</strong>g very low quality gra<strong>in</strong> at very high prices<br />

from collaborators. <strong>The</strong>re are no effective police forces to protect the public from such<br />

crim<strong>in</strong>als. Brokers and traders reported that they have frequently compla<strong>in</strong>ed about the<br />

problem to government <strong>of</strong>fices, but to no avail. Indeed, the problem is gett<strong>in</strong>g out <strong>of</strong> control<br />

as <strong>in</strong>creas<strong>in</strong>g numbers <strong>of</strong> unemployed youth have found the crowded central market<br />

convenient for all k<strong>in</strong>ds <strong>of</strong> crim<strong>in</strong>al activities.<br />

2.4.3. Membership <strong>in</strong> associations<br />

One way to deal with the weak regulatory framework is to establish associations and <strong>in</strong>crease<br />

brokers’ stock <strong>of</strong> social capital. Collective action could overcome some <strong>of</strong> the weaknesses <strong>in</strong><br />

government services. Nonetheless, the majority <strong>of</strong> brokers (73 percent) are not members <strong>of</strong><br />

any type <strong>of</strong> trade association (either the Gra<strong>in</strong> Traders’ Association or the Chamber <strong>of</strong><br />

Commerce) (Table 2.29). It appears that the associations are not provid<strong>in</strong>g effective services,<br />

and hence most brokers do not see the need for jo<strong>in</strong><strong>in</strong>g them. About 78 percent <strong>of</strong> the sample<br />

brokers belong<strong>in</strong>g to the associations revealed that they are disappo<strong>in</strong>ted with the services<br />

provided.<br />

2.5. Barriers to entry and major problems faced<br />

Many <strong>in</strong>stitutional and technical problems h<strong>in</strong>der traders from enter<strong>in</strong>g the gra<strong>in</strong> market.<br />

Shortage <strong>of</strong> capital (90 percent), high cost <strong>of</strong> rent (81 percent), lack <strong>of</strong> access to stalls (76<br />

percent), and high levels <strong>of</strong> taxation (75 percent) are the ma<strong>in</strong> constra<strong>in</strong>ts to entry <strong>in</strong>to the<br />

brokerage bus<strong>in</strong>ess (Table 2.30). S<strong>in</strong>ce the central market facilities have not expanded <strong>in</strong><br />

more than four decades and they are owned by the government, a new broker cannot easily<br />

access a stall. <strong>The</strong> only option is rent<strong>in</strong>g from orig<strong>in</strong>al owners at high rates or work<strong>in</strong>g <strong>in</strong><br />

partnership with a broker who has a stall. As a result <strong>of</strong> these and related problems, <strong>in</strong>formal<br />

trade seems to have expanded, and many traders are reported to have returned their licenses<br />

to do the same bus<strong>in</strong>ess <strong>in</strong>formally. 4
