In theory, under PFM, the government and the user community share knowledge<br />

about the fishery, which leads to review <strong>of</strong> regulations, enforcement, and observation <strong>of</strong><br />

regulations, result<strong>in</strong>g <strong>in</strong> improved catches (Figure 1).<br />

Implementation <strong>of</strong> PFM on Lake Malombe and the Upper Shire River, and to a lesser extent<br />

on the southeast arm <strong>of</strong> Lake Malawi, <strong>in</strong>volved a large number <strong>of</strong> external collaborators,<br />

<strong>in</strong>clud<strong>in</strong>g numerous <strong>in</strong>ternational agencies (the German Agency for Technical Cooperation<br />

[GTZ] and Department for International Development (DFID), among others), and many<br />

<strong>in</strong>ternal government collaborators (<strong>in</strong>clud<strong>in</strong>g various m<strong>in</strong>istries, the commercial Bank <strong>of</strong><br />

Malawi, the Malawi Rural F<strong>in</strong>ance Company, the Malawi Broadcast<strong>in</strong>g Corporation, and<br />

others). By 1999, however, most <strong>of</strong> these collaborators had been phased out <strong>of</strong> the program,<br />

leav<strong>in</strong>g only the GTZ to support it.<br />

<strong>The</strong> major coord<strong>in</strong>at<strong>in</strong>g l<strong>in</strong>kages <strong>in</strong> the PFMP were the Beach Village Committees (BVCs),<br />

the M<strong>in</strong>istry <strong>of</strong> Natural Resources and Environmental Affairs through the Community<br />

Liaison Unit (CLU), and the Fisheries Department. Over time the l<strong>in</strong>kages have undergone<br />

enormous metamorphosis. Lower down on the cha<strong>in</strong> <strong>of</strong> command, however, the newly<br />

formed Lake Malombe and Upper Shire River Fishermen’s Association was created to act as<br />

an umbrella body for all BVCs and also as a l<strong>in</strong>k between the BVCs and the proposed<br />

Fisheries Board.<br />

Some successes were reported from the PFM program, such as community participation <strong>in</strong><br />

formulat<strong>in</strong>g new fisheries regulations as follows:<br />

− an <strong>in</strong>creased m<strong>in</strong>imum mesh size <strong>of</strong> ¾ <strong>in</strong>ch for nkacha and kambuzi se<strong>in</strong>es was<br />

agreed to, and fishers’ adoption rate <strong>of</strong> ¾-<strong>in</strong>ch mesh <strong>in</strong>creased from 17 percent <strong>in</strong><br />

1994 to 60 percent <strong>in</strong> 1995 and to 85 percent <strong>in</strong> 1996;<br />

− a m<strong>in</strong>imum mesh size <strong>of</strong> 3 <strong>in</strong>ches was adopted for chambo se<strong>in</strong>es and gill nets;
