Available literature suggests that CBAHWs have cont<strong>in</strong>ued to provide animal health<br />

services <strong>in</strong> ASAL (Catley, McCauley, and Delaney 1998; Catley 1999; Akabwai, Shean, and<br />

Irungu 2000). <strong>The</strong> CBAHWs are therefore regarded as one approach that can be used <strong>in</strong><br />

provid<strong>in</strong>g animal health services <strong>in</strong> the vast and remote areas that are not conducive for<br />

private practitioners. <strong>The</strong>se studies, though <strong>in</strong>formal, suggest that CBAHWs are evolv<strong>in</strong>g to<br />

fill the gap <strong>of</strong> basic animal health service delivery <strong>in</strong> most ASAL. <strong>The</strong>se studies have ma<strong>in</strong>ly<br />

been conducted by NGOs and have used qualitative data. However, policymakers have not<br />

quickly recognized or used the <strong>in</strong>formation aris<strong>in</strong>g from most NGO projects (Catley 1999).<br />

<strong>The</strong>y need research-based <strong>in</strong>formation that can guide policy regard<strong>in</strong>g the CBAHW model.<br />

2.3 Constra<strong>in</strong>ts on the development <strong>of</strong> the CBAHW model<br />

One constra<strong>in</strong>t to us<strong>in</strong>g CBAHWs as a model <strong>of</strong> animal health service delivery <strong>in</strong><br />

marg<strong>in</strong>al areas <strong>of</strong> Kenya is that this approach has not fit with<strong>in</strong> the exist<strong>in</strong>g legal and policy<br />

framework for animal health. CBAHWs are prohibited by law from adm<strong>in</strong>ister<strong>in</strong>g veter<strong>in</strong>ary<br />

drugs or keep<strong>in</strong>g these drugs for purposes <strong>of</strong> trade. <strong>The</strong> evolution <strong>of</strong> CBAHWs has been <strong>in</strong><br />

contravention <strong>of</strong> exist<strong>in</strong>g policy guidel<strong>in</strong>es on veter<strong>in</strong>ary service delivery systems <strong>in</strong> Kenya.<br />

Available literature emphasizes the need for a clear legal framework sett<strong>in</strong>g out the<br />

relationship between CBAHWs, veter<strong>in</strong>arians, and the other animal health practitioners. Lack
