Following Croatia’swinning <strong>of</strong> independence from Yugoslavia in 1991, JulienneBusic was appointed by President Franjo Tudjman to the diplomaticpost <strong>of</strong> adviser to the Croatian ambassador to the United States, PetarSarcevic. This appointment <strong>of</strong> a convicted terrorist to a diplomaticpost within the United States drew protests in December 1994 fromthe New York Patrolmen’s Benevolent Association as well as fromKathlyn Murray, the widow <strong>of</strong> the police <strong>of</strong>ficer killed by the bombin Grand Central Station in 1976.From 17 March 1980 to 4 July 1982, the group carried out fivebombings in the United States. On 17 March 1980 the U.S. <strong>of</strong>fice<strong>of</strong> a Yugoslavian bank was bombed; on 3 June 1980 the home <strong>of</strong>the acting Yugoslavian ambassador was bombed. A pipe bomb alsoexploded at the Manhattan New York State Supreme Court on 23January 1981, for which prior notice was given by the group. On 4July 1982 a travel agency <strong>of</strong>fice was pipe-bombed in Astoria, NewYork, while on the same day New York City police defused a bombset at the Yugoslavian Airlines <strong>of</strong>fice. None <strong>of</strong> these incidents causedany injuries. Since Croatia won its independence in 1991, this grouphas ceased to operate.CUBAN-AMERICAN NATIONAL FOUNDATION (CANF). TheCANF was incorporated as a nonpr<strong>of</strong>it lobbying group on 6 July1981 by Jorge Mas Canosa, a leader in the anti-Castro Cuban exilecommunity and a veteran <strong>of</strong> the failed Bay <strong>of</strong> Pigs intervention. Several<strong>of</strong> its members were implicated in a plot to assassinate CubanPresident Fidel Castro while Luis Posada Carrile, one <strong>of</strong> the closestpersonal associates <strong>of</strong> Canosa, publicly admitted to directing a terroristbombing campaign within Cuba.Before Canosa died in November 1997 from lung cancer, members<strong>of</strong> the inner circle <strong>of</strong> the CANF made a deathbed promiseto him that they would assassinate Castro. The plot was to shootCastro with a long-range assault rifle as he disembarked from hisplane on Margarita Island in Venezuela, the site <strong>of</strong> a regional summit.On 27 October 1997 the U.S. Coast Guard boarded the cabincruiser Esperanza <strong>of</strong>f the coast <strong>of</strong> Puerto Rico and discovered a secretcompartment containing two .50-caliber Barrett assault rifles,along with ammunition, which turned out to be registered to JoseFrancisco Hernandez, who had succeeded Canosa as president <strong>of</strong>
