IntroductionIn chapter 4, Lee Miles discusses some of <strong>the</strong> basic similarities of <strong>the</strong> <strong>Nordic</strong>countries as regards <strong>the</strong>ir foreign policy orientations. <strong>The</strong>se include a commitmentto an internationalism that emphasizes international law <strong>and</strong> <strong>the</strong> UnitedNations, a sense of being part of a region, an emphasis on soft security <strong>and</strong>scepticism about federalism as a desirable way for Europe to develop. He alsodiscusses <strong>the</strong> usefulness of <strong>the</strong> ‘fusion’ approach to studying <strong>Nordic</strong> views on<strong>and</strong> evaluations of developments in <strong>the</strong> <strong>European</strong> <strong>Security</strong> <strong>and</strong> <strong>Defence</strong> <strong>Policy</strong>.This chapter focuses on o<strong>the</strong>r domestic factors. First, it provides backgroundon <strong>the</strong> views of <strong>the</strong> political parties <strong>and</strong> of public opinion in <strong>the</strong> <strong>Nordic</strong> countriesduring <strong>the</strong> respective debates on membership of <strong>the</strong> <strong>European</strong> Union.Second, it discusses current opinion on <strong>the</strong> development <strong>and</strong> direction of <strong>the</strong>EU. Finally, it addresses <strong>the</strong> possible implications of <strong>the</strong>se factors for <strong>Nordic</strong>participation in security <strong>and</strong> defence cooperation.II. <strong>The</strong> question of membership of <strong>the</strong> EUIn <strong>the</strong> 1960s <strong>and</strong> 1970s, in <strong>the</strong> wake of <strong>the</strong> United Kingdom’s decision to applyfor membership of <strong>the</strong> <strong>European</strong> Community (EC), <strong>the</strong> <strong>Nordic</strong> countries beganto discuss <strong>the</strong> issue of EC membership for <strong>the</strong>mselves. On <strong>the</strong> one h<strong>and</strong>, inDenmark <strong>and</strong> Norway whe<strong>the</strong>r or not to join was largely a question of economics<strong>and</strong> political authority. <strong>The</strong> economic aspect of <strong>the</strong> question waswhe<strong>the</strong>r <strong>the</strong> country or its citizens would st<strong>and</strong> to win or lose economically.Politically, <strong>the</strong> question related to <strong>the</strong> implications of membership for policymakingauthority <strong>and</strong> national sovereignty more generally. <strong>Security</strong> <strong>and</strong> defenceissues were not particularly important for <strong>the</strong> Danish <strong>and</strong> Norwegian parties orcitizens in <strong>the</strong>ir evaluation of <strong>the</strong> benefits <strong>and</strong> drawbacks of EC membership. InFinl<strong>and</strong> <strong>and</strong> Sweden, on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, <strong>the</strong> question of membership wasshaped by security considerations. In both countries, relations with <strong>the</strong> EC wereperceived as subordinate to security policy, <strong>and</strong> <strong>the</strong> question was: what relationshipwith <strong>the</strong> EC was compatible with neutrality? For Finl<strong>and</strong>, since membershipwas obviously unacceptable to <strong>the</strong> Soviet Union, it was a non-issue.
