ICELAND AND THE ESDP 343help of Lord Robertson, NATO Secretary General. 66 As a result of this <strong>and</strong> subsequentconversations between Oddsson <strong>and</strong> his Foreign Minister, HalldórÁsgrímsson, on <strong>the</strong> one h<strong>and</strong> <strong>and</strong> top US cabinet members, advisers, <strong>and</strong> WhiteHouse <strong>and</strong> State Department officials on <strong>the</strong> o<strong>the</strong>r, President Bush suspended<strong>the</strong> US decision for <strong>the</strong> time being. 67 During <strong>the</strong> summer of 2003 fur<strong>the</strong>r USA–Icel<strong>and</strong> talks took place on <strong>the</strong> matter, ending with a decision by <strong>the</strong> USA topostpone <strong>the</strong> withdrawal of <strong>the</strong> jet fighters <strong>and</strong> <strong>the</strong> helicopter rescue team, <strong>and</strong>to combine <strong>the</strong> US–Icel<strong>and</strong>ic talks with <strong>the</strong> wider ongoing negotiations between<strong>the</strong> US <strong>and</strong> <strong>European</strong> governments over <strong>the</strong> future of <strong>the</strong> US military presencein Europe. <strong>The</strong> fate of <strong>the</strong> four F-15 jet fighters <strong>and</strong> o<strong>the</strong>r US operations in Icel<strong>and</strong>thus became linked with <strong>the</strong> overall restructuring of US military operations.68At <strong>the</strong> time of writing (October 2005), no formal decisions had been taken on<strong>the</strong> future of <strong>the</strong> jet fighters <strong>and</strong> <strong>the</strong> o<strong>the</strong>r US activity at Keflavík, but <strong>the</strong> USAcontinued to cut back its operations in Icel<strong>and</strong> without <strong>the</strong> approval of <strong>the</strong> Icel<strong>and</strong>icGovernment. <strong>The</strong> OP-3 Orion maritime patrol aircraft were removedfrom <strong>the</strong> Keflavík base; 69 about 550 US soldiers were recalled to <strong>the</strong> USA in <strong>the</strong>period from January 2003 to October 2005; about 250 Icel<strong>and</strong>ers at <strong>the</strong> basewere made redundant by <strong>the</strong> Icel<strong>and</strong> Defense Force <strong>and</strong> about 350 Icel<strong>and</strong>erslost <strong>the</strong>ir jobs with contracting firms working for <strong>the</strong> Force in <strong>the</strong> period fromApril 2003 to October 2005. This leaves about 900 Icel<strong>and</strong>ers working for <strong>the</strong>Icel<strong>and</strong> Defense Force <strong>and</strong> for contractors providing services to <strong>the</strong> base. InDecember 2004 <strong>the</strong> previously suspended decision to replace <strong>the</strong> US navalmonitoring <strong>and</strong> detection system with a satellite-based system was implemented,making some of <strong>the</strong> Icel<strong>and</strong>ers in <strong>the</strong> four monitoring stations in Icel<strong>and</strong>redundant. <strong>The</strong> downsizing of <strong>the</strong> Keflavík base is also manifested in <strong>the</strong>fact that a major from <strong>the</strong> US Air Force now heads <strong>the</strong> base instead of anadmiral from <strong>the</strong> US Navy (a change equivalent to one grade’s reduction inrank). A proposal has been put forward within <strong>the</strong> US Defense Department for<strong>the</strong> US Air Force to take over <strong>the</strong> management of <strong>the</strong> military base altoge<strong>the</strong>rfrom <strong>the</strong> US Navy: if accepted, this could mean fur<strong>the</strong>r cuts at <strong>the</strong> base since66 It seems to have been by coincidence that Lord Robertson became involved in <strong>the</strong> case.
