BALTIC PERSPECTIVES 391Support for democratic reforms must include more than an offer of a ‘specialrelationship’ with Russia <strong>and</strong> it must dem<strong>and</strong> more than promises <strong>and</strong> ‘Potemkinvillage’ reforms. <strong>The</strong> building of a security community in <strong>the</strong> region mustin <strong>the</strong> longer run include Russia <strong>and</strong> it must be a joint project. Internationalcooperation in <strong>the</strong> region is paramount. <strong>The</strong> region’s problems, huge as <strong>the</strong>y arefor <strong>the</strong> populations around <strong>the</strong> Baltic Sea—in <strong>the</strong> Baltic states, <strong>the</strong> <strong>Nordic</strong>countries, Pol<strong>and</strong> <strong>and</strong> Germany—will be in tough competition for attentionwith o<strong>the</strong>r problems that are much more serious in <strong>the</strong> broader world perspective.It is not to belittle <strong>the</strong> importance of <strong>the</strong> USA’s presence in this regionfor <strong>the</strong> Baltic states’ current security agenda to suggest that in <strong>the</strong> longer run <strong>the</strong>USA is likely to find bigger fish to fry or that <strong>the</strong> Baltic states’ long-term strategyshould be to find a replacement. 104<strong>The</strong> <strong>European</strong> <strong>Security</strong> <strong>and</strong> <strong>Defence</strong> <strong>Policy</strong> is <strong>the</strong> fruit of a recognition that itis time for <strong>European</strong>s to deal with <strong>the</strong>ir own problems <strong>and</strong> with <strong>the</strong> problems on<strong>the</strong>ir doorstep. It is also time for <strong>the</strong> Baltic states to participate fully in <strong>the</strong>ESDP. <strong>The</strong>y must do this not just as dutiful EU members carrying out <strong>the</strong> tasksassigned to <strong>the</strong>m, but as actors using alliances with each o<strong>the</strong>r <strong>and</strong> with <strong>the</strong><strong>Nordic</strong> countries or Pol<strong>and</strong> in order to make <strong>the</strong>ir influence felt on <strong>the</strong> definitionsboth of <strong>the</strong> problems that are to be tackled <strong>and</strong> of where Europe’s ‘doorstep’lies, in <strong>the</strong> CIS or in Africa. <strong>The</strong>y must push for a joint strategy that wouldenable <strong>the</strong> projection of security beyond <strong>the</strong>ir eastern borders. <strong>The</strong> potential forextending <strong>the</strong> region’s collective influence is not restricted to <strong>the</strong> EU. <strong>The</strong>Danish membership of <strong>the</strong> UN <strong>Security</strong> Council (in 2005–2006) is ano<strong>the</strong>r platformfor exercising influence on developments in troubled regions, includingBelarus, Ukraine <strong>and</strong> <strong>the</strong> sou<strong>the</strong>rn Caucasus.
