338 THE NORDIC COUNTRIES, THEIR REGION AND EUROPEPristina <strong>and</strong> Kabul deployments, accusing <strong>the</strong> government of mixing up <strong>the</strong>concepts of peacekeeping, military activity <strong>and</strong> aid missions, <strong>and</strong> of actuallyprioritizing missions where ‘peacekeeping’ can be combined with militaryactivity—with purely humanitarian missions coming second best. <strong>The</strong>se <strong>and</strong>o<strong>the</strong>r critics argue that maintaining <strong>the</strong> distinction between peacekeeping <strong>and</strong>aid missions would be better for <strong>the</strong> safety of ICRU staff <strong>and</strong> for gaining <strong>the</strong>confidence of <strong>the</strong> local population. <strong>The</strong> government has accordingly been urgedto engage in actions on behalf of <strong>the</strong> Icel<strong>and</strong>ic International DevelopmentAgency <strong>and</strong> aid organizations such as <strong>the</strong> Red Cross <strong>and</strong> Icel<strong>and</strong>ic Church Aid,ra<strong>the</strong>r than so-called ‘peacekeeping’ activity for NATO. 42As this critique underlines, any discussion of <strong>the</strong> possible creation of anarmed force is very sensitive in Icel<strong>and</strong>ic politics. Icel<strong>and</strong>’s struggle forindependence in <strong>the</strong> 19th <strong>and</strong> early 20th centuries was conducted without <strong>the</strong>use of force, <strong>and</strong> <strong>the</strong> image of Icel<strong>and</strong> as a civil power that has no militia <strong>and</strong>does not participate in violent enforcement is an important one for many Icel<strong>and</strong>ers.For example, Icel<strong>and</strong> did not become a founding member of <strong>the</strong> UN inJune 1945 since it refused to declare war on <strong>the</strong> ‘enemy’ states (at that time,Japan) 43 but joined a year later when a declaration of war was no longer arequirement for membership. This self-image also played a big part in <strong>the</strong>initially fierce opposition to <strong>the</strong> establishment of <strong>the</strong> military base in Keflavík<strong>and</strong> <strong>the</strong> Defense Agreement with <strong>the</strong> USA. 44 More recently, Icel<strong>and</strong>’s selfimagehas contributed to <strong>the</strong> popular opposition to <strong>the</strong> Icel<strong>and</strong>ic Government’sdecision to put <strong>the</strong> country on <strong>the</strong> list of <strong>the</strong> ‘coalition of <strong>the</strong> willing’ for <strong>the</strong>war in Iraq.Against this background, <strong>the</strong> outcry in Icel<strong>and</strong> which followed a suicidebomb attack on ICRU personnel in Kabul in October 2004 did not come as anygreat surprise. A suicide bomber blew himself up on a Kabul street where sixIcel<strong>and</strong>ers, in uniforms <strong>and</strong> fully armed, were shopping, injuring two of <strong>the</strong>m.Three o<strong>the</strong>r people were killed: an 11-year-old Afghan girl, an Americanwoman <strong>and</strong> <strong>the</strong> bomber himself. 45 This was <strong>the</strong> first time that members of <strong>the</strong>ICRU were injured in an operation, 46 <strong>and</strong> it caused fresh questions to beasked—by some politicians <strong>and</strong> <strong>the</strong> media—about whe<strong>the</strong>r <strong>the</strong> response unitwas heading in <strong>the</strong> right direction when it led to operations that put Icel<strong>and</strong>ic42 Haraldsson, E.
