184 NATIONAL DEFENCE AND EUROPEAN COOPERATIONnecessary reductions became increasingly critical in late 2004. 57 <strong>The</strong> outcomeof <strong>the</strong> impending parliamentary vote became so uncertain that <strong>the</strong> Social Democratic<strong>and</strong> Green parties had to accommodate specific dem<strong>and</strong>s from <strong>the</strong> moreextreme Left Party in order to save <strong>the</strong> bill in December. After a fur<strong>the</strong>r delay,<strong>the</strong> bill was passed on 16 December. 58 However, uncertainty remained as itbecame known in early December that <strong>the</strong> government had directed <strong>the</strong>Supreme Comm<strong>and</strong>er of <strong>the</strong> Swedish Armed Forces to report by February 2005on <strong>the</strong> consequences of fur<strong>the</strong>r financial reductions that had not been specifiedin <strong>the</strong> defence bill. 59It seems inevitable that, despite <strong>the</strong> problems <strong>and</strong> slow process, <strong>the</strong> equipmentinventory in all <strong>the</strong> EU nations will become more similar <strong>and</strong> interoperable,although it is unclear how much of <strong>the</strong> equipment will be of <strong>Nordic</strong>origin. In September 2004 <strong>the</strong> <strong>European</strong> Commission launched a debate on possibleinstruments for awarding defence contracts in Europe to overcomefragmentation <strong>and</strong> inefficiencies. 60 <strong>The</strong> outcome may have consequences for <strong>the</strong>use of juste retour <strong>and</strong> Article 296 of <strong>the</strong> Treaty of Rome. 61 <strong>The</strong> role of a specificintra-<strong>Nordic</strong> arms market is likely to be reduced as <strong>the</strong> region’s governments<strong>and</strong> industries become more involved in ‘EUropean’ defence political<strong>and</strong> defence industrial structures, ambitions <strong>and</strong> projects. While Finl<strong>and</strong> keeps<strong>the</strong> option of NATO membership open, 62 <strong>the</strong> Swedish Government’s rhetoric ofmilitary non-alignment is becoming less <strong>and</strong> less convincing. <strong>The</strong> political <strong>and</strong>military ambition to sustain close defence technological relations with <strong>the</strong> USAwill remain strong in Sweden, especially if <strong>the</strong> EDA <strong>and</strong> ‘EUropean’ undertakingsshow limited success. This could influence Sweden’s choices between<strong>European</strong> <strong>and</strong> transatlantic equipment solutions in favour of <strong>the</strong> latter, with bothalternatives reducing Sweden’s interest in <strong>Nordic</strong> solutions, <strong>the</strong>reby also limiting<strong>the</strong> raison d’être of <strong>Nordic</strong> alternatives for <strong>the</strong> o<strong>the</strong>r <strong>Nordic</strong> countries. 6332119/>. <strong>The</strong> parliament rejected <strong>the</strong> government’s suggestion that parliament should not decide <strong>the</strong> basicdefence organization.
