Denmark <strong>and</strong> Finl<strong>and</strong>supported an OSCE project in Moldova.This pattern of support appears to reflect sometimes divergent prioritiesamong <strong>the</strong> <strong>Nordic</strong> governments as regards both regions of interest <strong>and</strong> preferredinstitutional partners. Sweden has focused on UN <strong>and</strong> World Bank projects,while Finl<strong>and</strong> has placed most of its emphasis on <strong>the</strong> OSCE. All four <strong>Nordic</strong>states, however, have supported UN activities to some degree.Funding individual projectsSimilar trends are evident in support for SALW projects run by individualorganizations, whe<strong>the</strong>r entailing research, advocacy or operational work. Onlytwo projects of this kind were funded simultaneously by Denmark, Finl<strong>and</strong>,Norway <strong>and</strong> Sweden in support of research work by, respectively, <strong>the</strong> Institutefor <strong>Security</strong> Studies in South Africa <strong>and</strong> <strong>the</strong> Swiss-based Small Arms Survey.One fur<strong>the</strong>r project was funded by Finl<strong>and</strong> <strong>and</strong> Sweden—support for <strong>the</strong> workof <strong>the</strong> Arias Foundation of Costa Rica. In addition, Norway <strong>and</strong> Sweden bothfunded cooperation by institutes in <strong>the</strong>ir countries on training for <strong>the</strong> disarmament,demobilization <strong>and</strong> reintegration of former combatants.Sweden gave sole support to 16 activities. <strong>The</strong>se included inter-parliamentaryexchanges on SALW issues between representatives from Latin America <strong>and</strong>Sweden, <strong>the</strong> work of <strong>the</strong> advocacy organization International Action Networkon Small Arms (IANSA); <strong>and</strong> disarmament, demobilization <strong>and</strong> reintegrationprogrammes in Guinea-Bissau <strong>and</strong> sou<strong>the</strong>rn Sudan. Six activities were fundedby Norway alone. <strong>The</strong>se ranged from supporting Operation Moufflon—<strong>the</strong>South African National <strong>Defence</strong> Force’s destruction of surplus SALW—to supportfor <strong>the</strong> advocacy organization SaferAfrica. A fur<strong>the</strong>r five were fundedsolely by Finl<strong>and</strong>, ranging from SALW control <strong>and</strong> police training in Guatemalato supporting transparency <strong>and</strong> SALW control in Kenya. Denmark wasnot <strong>the</strong> sole supporter of any such project.Fur<strong>the</strong>rmore, as many as nine projects were supported by ei<strong>the</strong>r Denmark,Finl<strong>and</strong>, Norway or Sweden <strong>and</strong> one or more non-<strong>Nordic</strong> governments (comparedwith <strong>the</strong> five that involved more than one <strong>Nordic</strong> government). In general,<strong>the</strong> <strong>Nordic</strong> governments were more likely to support <strong>the</strong> same initiatives asCanada, <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s or Switzerl<strong>and</strong> than <strong>the</strong>y were to work with ano<strong>the</strong>r<strong>Nordic</strong> government.Support for campaigning <strong>and</strong> advocacyPrevious global campaigns, such as <strong>the</strong> International Campaign to Ban L<strong>and</strong>mines,involved <strong>Nordic</strong> governmental support for advocacy organizationswhich used this funding to campaign for policy change by o<strong>the</strong>r governments.<strong>The</strong> SALW issue has witnessed a continuation of this trend. Campaigningorganizations supported by <strong>the</strong> <strong>Nordic</strong> governments have included <strong>the</strong> Arias
