276 THE BROADER DIMENSIONS OF SECURITYa request. 46 In <strong>the</strong> Finnish Government’s strategy for national preparedness <strong>the</strong>basic functions of society are defined as ‘state leadership, external capacity toact, <strong>the</strong> nation’s military defence, internal security, functioning of <strong>the</strong> economy<strong>and</strong> society, securing <strong>the</strong> livelihood of <strong>the</strong> population <strong>and</strong> its capacity to act,<strong>and</strong> <strong>the</strong>ir ability to tolerate a crisis’. 47SwedenMilitary assistance by <strong>the</strong> Swedish Armed Forces to <strong>the</strong> police has not beenpermitted since 1931, when <strong>the</strong> military opened fire on a strike demonstrationin Ådalen <strong>and</strong> 5 participants were killed. In 2003 <strong>the</strong> Swedish Ministry of Justicepublished <strong>the</strong> report of a government commission on <strong>the</strong> implications of <strong>the</strong>attacks of 11 September 2001, suggesting legal reforms to enable militaryassistance. 48 <strong>The</strong> report proposed that, on <strong>the</strong> request of <strong>the</strong> police or coastguard,<strong>the</strong> armed forces could intervene against non-state actors with <strong>the</strong> degreeof force necessary to avert immediate danger to <strong>the</strong> safety of <strong>the</strong> state or tohuman life or to prevent extensive destruction of property. <strong>The</strong> commissionsuggested that <strong>the</strong> government could deploy <strong>the</strong> armed forces to combat anarmed attack against <strong>the</strong> Swedish state even if <strong>the</strong> attack did not emanate from aforeign state. This opened a new field in which <strong>the</strong> armed forces could be used:military assistance would be allowed in cases of large-scale terrorist attacksthreatening <strong>the</strong> security of <strong>the</strong> state. Less serious terrorist attacks that could beclassified as armed attacks against <strong>the</strong> security of <strong>the</strong> state would continue to bea matter for <strong>the</strong> police.
