Those risks <strong>and</strong> attack scenarios that will require an EUlevelresponse should be identified so that <strong>the</strong>y can be averted or h<strong>and</strong>ledeffectively, <strong>and</strong> <strong>the</strong>y should be ranked according to a combination of <strong>the</strong>ir relativeprobability <strong>and</strong> <strong>the</strong> potential consequences. No such overview or rankingexists today. One possible way to fill this gap would be to appoint an EUvulnerability commission along <strong>the</strong> lines of <strong>the</strong> national vulnerability commissionsof <strong>the</strong> <strong>Nordic</strong> countries. <strong>The</strong>se commissions have undertaken comprehensiveanalyses of <strong>the</strong> vulnerabilities in different sectors of society as well as <strong>the</strong>interdependence between <strong>the</strong> sectors. 6An overview of <strong>the</strong> EU’s vulnerabilities would provide a factual basis fordefining EU homel<strong>and</strong> security goals, for prioritizing <strong>the</strong> numerous possibleinitiatives <strong>and</strong> for allocating scarce resources in a way that ensures <strong>the</strong> maximumimprovement in security <strong>and</strong> resilience. Even based on such an overview,however, it would remain politically difficult to set clear priorities.
