Similarly, <strong>the</strong>ir support for advocacy <strong>and</strong> campaigning workhas been channelled towards work on global issues for a global audience ra<strong>the</strong>rthan towards lobbying specifically designed to influence <strong>European</strong> audiences orEU policy.<strong>The</strong>se findings are all <strong>the</strong> more striking inasmuch as some o<strong>the</strong>r (non-<strong>Nordic</strong>)members seem to hold a belief in <strong>the</strong> EU as a progressive entity that, throughchanges in its own policy <strong>and</strong> its actions, can both add value in <strong>the</strong> specific areain view <strong>and</strong> positively influence <strong>the</strong> policies of its neighbours, of o<strong>the</strong>r nations(such as <strong>the</strong> USA) <strong>and</strong> of o<strong>the</strong>r international organizations. <strong>The</strong> reasons why <strong>the</strong><strong>Nordic</strong> governments apparently assign less (relative) value to <strong>the</strong> <strong>European</strong>Union in this respect—force of historical habit, <strong>the</strong> inconvenience of <strong>the</strong>irdiffering security <strong>and</strong> institutional statuses, an inbuilt recoil from regionalapproaches in <strong>the</strong> arms control field generally, a preference not to act as ‘smallfish in a large pool’ or something to do with a deeper Euro-scepticism—wouldmake a fascinating subject for fur<strong>the</strong>r study.66 Dutch–Norwegian Initiative (note 59).
