390 THE NORDIC COUNTRIES, THEIR REGION AND EUROPEregion. 99 <strong>The</strong> <strong>Nordic</strong> countries have traditions of avoiding wars with each o<strong>the</strong>r,of building regional identity <strong>and</strong> of contact between <strong>the</strong>ir civil societies. <strong>The</strong>most relevant <strong>Nordic</strong> ‘export product’ relevant to <strong>the</strong> Baltic states’ search foridentity <strong>and</strong> security is, as pointed out by Hans Mouritzen, <strong>the</strong> experience ofhaving constructed <strong>and</strong> maintained <strong>the</strong> <strong>Nordic</strong> security community. 100 <strong>The</strong>refore,<strong>the</strong> role of <strong>the</strong> <strong>Nordic</strong> countries in relation to <strong>the</strong>ir Baltic neighbours ispotentially crucial. <strong>The</strong> Baltic states already identify <strong>the</strong>mselves as belonging to<strong>the</strong> <strong>Nordic</strong> culture, <strong>and</strong> <strong>the</strong>y are eager to carry on <strong>the</strong> <strong>Nordic</strong> tradition of following‘policies aimed to ensure stability <strong>and</strong> a high st<strong>and</strong>ard of living in <strong>the</strong>ir owncountries while actively providing aid to regions <strong>and</strong> countries in need of assistance’.101Estonia, Latvia <strong>and</strong> Lithuania joined <strong>the</strong> EU <strong>and</strong> NATO primarily for <strong>the</strong>same reasons that motivated <strong>the</strong> founding fa<strong>the</strong>rs of <strong>the</strong> EU: to avoid a repeat ofhistory. 102 For <strong>the</strong> Baltic states <strong>the</strong> history is that of 1941–44, when <strong>the</strong> majorpowers were making deals over <strong>the</strong>ir heads. This is why Estonia, Latvia <strong>and</strong>Lithuania want to be part of <strong>the</strong> EU decision-making processes, including thoseon <strong>the</strong> ESDP. While taking part in <strong>the</strong> ESDP, however, <strong>the</strong>y are searching for away to reconcile <strong>the</strong> conflict between <strong>the</strong>ir perceived need for a US presence in<strong>the</strong> region <strong>and</strong> some major EU partners’ dislike of having <strong>the</strong> USA so heavilyengaged in <strong>European</strong> matters. <strong>The</strong>y want to maintain <strong>the</strong> special relationshipwith <strong>the</strong> USA, <strong>the</strong>ir guarantor of hard security, <strong>and</strong> assume that <strong>the</strong> <strong>Nordic</strong>countries are sympa<strong>the</strong>tic to this objective. <strong>The</strong> EU members close to Russiaare also assumed to share both <strong>the</strong> need for a US strategic engagement <strong>and</strong> asimilar approach to developments in Russia <strong>and</strong> <strong>the</strong> CIS. <strong>The</strong> voices of <strong>the</strong>seEU members are expected to become louder as time goes on.<strong>The</strong>se EU members all certainly have a joint interest in influencing <strong>the</strong> progressof democracy in Russia <strong>and</strong> <strong>the</strong> CIS, <strong>and</strong> in achieving a situation where<strong>the</strong>y no longer fear Russia <strong>and</strong> <strong>the</strong> CIS. <strong>The</strong>re is, however, only a slowlygrowing recognition of <strong>the</strong> benefits that <strong>the</strong>se states could gain from cooperatingto achieve change in EU policies towards Russia. As suggested byRonald D. Asmus: ‘Having succeeded in integrating <strong>the</strong> new member countriesinto <strong>the</strong> West we wonder what next? Belarus, Ukraine? Well, Russia? Now it istime for <strong>the</strong> Baltic states, Pol<strong>and</strong> <strong>and</strong> Denmark to come toge<strong>the</strong>r <strong>and</strong> push fordemocracy, for nation building.
