206 THE BROADER DIMENSIONS OF SECURITYmembership to fur<strong>the</strong>r its traditionally strong support for <strong>the</strong> UN, while <strong>the</strong> twomilitarily non-aligned members Finl<strong>and</strong> <strong>and</strong> Sweden benefit from <strong>the</strong>possibility of promoting a comprehensive approach to UN peace-buildingthrough <strong>the</strong> EU system. 20A second important reason for <strong>the</strong> <strong>Nordic</strong> EU members’ gradual embrace of<strong>the</strong> Union’s foreign <strong>and</strong> security policy has no doubt lain in <strong>the</strong> dramaticchanges in <strong>the</strong> international system after <strong>the</strong> demise of <strong>the</strong> Soviet Union <strong>and</strong> <strong>the</strong>Warsaw Pact. During <strong>the</strong> cold war, a policy of neutrality could be used rhetoricallyas a morally guided ‘third way’ in international politics. With only onesuperpower left, neutrality has lost much of its meaning <strong>and</strong> <strong>the</strong>reby also <strong>the</strong>perceived value it may previously have added to any small state’s foreignpolicy. Since <strong>the</strong>n, <strong>the</strong> only option left for small or middle-size powers thatwant to reinforce <strong>the</strong>ir influence in <strong>the</strong> new unipolar system has been to actcollectively with like-minded states.Among <strong>the</strong> <strong>Nordic</strong> countries, Sweden has perhaps been <strong>the</strong> most outspokenabout <strong>the</strong> need to use <strong>the</strong> EU to create ano<strong>the</strong>r strong voice in today’s internationalsystem. In <strong>the</strong> words of <strong>the</strong> late Anna Lindh, <strong>the</strong>n Swedish Minister forForeign Affairs, it isimportant for all those who worry about <strong>the</strong> development of a world which we callunipolar, where only one big country decides <strong>the</strong> agenda, where only <strong>the</strong> US makesdecisions over right <strong>and</strong> wrong, that <strong>the</strong>y are able to see that <strong>the</strong> EU should not developas a counterweight or opposite pole to <strong>the</strong> USA, but that we need more committedefforts, more committed voices, <strong>and</strong> that sometimes a strong EU will agree with <strong>the</strong>USA, sometimes a strong EU will have an opposite view from <strong>the</strong> USA, but <strong>the</strong> EU isneeded to balance <strong>the</strong> USA. 21Speaking more specifically about <strong>the</strong> need for an enhanced military crisismanagement capacity for <strong>the</strong> EU, Freivalds also relates <strong>the</strong> issue to <strong>the</strong> USA,saying that ‘it is disturbing that <strong>the</strong> EU still does not possess <strong>the</strong> capacity to haltmore severe conflicts without asking <strong>the</strong> USA for support’. 22 In <strong>the</strong> view of <strong>the</strong>Swedish Government, however, a fur<strong>the</strong>r development of <strong>the</strong> EU’s role in internationalsecurity management should not be interpreted as adversarial competitionwith <strong>the</strong> USA. <strong>The</strong> transatlantic link is perceived to be of fundamentalvalue for <strong>European</strong> security, <strong>and</strong> <strong>the</strong> development of a more capable EU is seenas streng<strong>the</strong>ning <strong>the</strong> health of that link. 23 This view is shared by <strong>the</strong> DanishGovernment, which argues that a stronger EU is a precondition for wellfunctioningtransatlantic cooperation.
