A priori, it was to be expectedthat any society that was wicked enough to adopt such aprinciple would bo base enough to deny it.Besides, to confessto this policy would be the sure way of defeating itsend. Who would contract alliances with Rome, if told beforehandthat she would keep to them not a moment longerthan it suited her own purposes ?
