LIFE OF TOLAND. 31The same year, Counsellor Pooley, and Dr.Drake, wrote <strong>the</strong> Memorial <strong>of</strong> <strong>the</strong> Church <strong>of</strong> England,with a view to influence <strong>the</strong> ensuing parliamentaryelection, by representing <strong>the</strong> Whig administration,as plotting <strong>the</strong> ruin <strong>of</strong> <strong>the</strong> Church.By <strong>the</strong> direction <strong>of</strong> Mr. Harley, secretary <strong>of</strong>state, this memorial was ansAvered, by Mr. Toland,in a pamphlet, entitled, " The 3Iemorial <strong>of</strong><strong>the</strong> State <strong>of</strong> England, in Vindication <strong>of</strong> <strong>the</strong> Queen^<strong>the</strong> Church, and <strong>the</strong> Administration: designed torectify <strong>the</strong> mutual mistakes <strong>of</strong> Protestants; and tounite <strong>the</strong>ir affectioris, in defence <strong>of</strong> our Religionand EihertyT On <strong>the</strong> suggestion <strong>of</strong> Mr. Harley,who was one <strong>of</strong> Mr. <strong>Toland's</strong> patrons and benefactors,this treatise was published, without <strong>the</strong>author's name.This pamphlet was answered, by Thomas Rau-Esq. who made a direct attack on <strong>the</strong> dukelins,<strong>of</strong> Marlborough's, and Mr. Harley :s conduct. Mr,William Stephens, rector <strong>of</strong> Sutton, in Surry, beingfound <strong>the</strong> publisher; and, refusing to bear evidenceagainst Mr. Raulins,<strong>the</strong> pillory;but, <strong>the</strong> sentence was afterwards remitted.was sentenced to stand ouMr. Toland was directed by Mr. Harley to answerthis pamphlet, which he did; but, for somereasons, now unknown, <strong>the</strong> design was dropped,after part <strong>of</strong> Mr. <strong>Toland's</strong> answer had been pi-inted.Mr. Harley having found among hismanuscripts,a philippic against France, written in La-
