Accountability, honesty and the integrity are the pillars that maintain the validity<br />

<strong>of</strong> our research activities. It is unfortunate that breach <strong>of</strong> honesty and integrity<br />

in medical research may occur. Plagiarism, fraudulent papers, falsified data,<br />

inflated results, redundant publication, gift authorship, and duplication <strong>of</strong><br />

publication have appeared in the literature. Medical research should always<br />

abide by a code <strong>of</strong> ethics <strong>of</strong> the medical Pr<strong>of</strong>ession to protect the interest<br />

<strong>of</strong> patients and the community. Institutions should develop mechanisms and<br />

regulations that ensure compliance with the established guidelines.<br />

Plagiarism and Fraud in Science<br />

Fraud in science is a serious issue and sadly increasing problem. Fraud ranges<br />

from gift authorship and duplicate publications at one end to plagiarism and<br />

manipulation <strong>of</strong> data on the other. It may be due to ignorance as in selfplagiarism<br />

or can be deliberate and conscious. Fraud causes serious damage<br />

to public confidence drains resources. It puts pressure on editors and reviewers<br />

who have to be ever vigilant. Anti-plagiarism s<strong>of</strong>tware is increasingly being<br />

used to detect such fraud.<br />

Article publication has two major issues in conflicts <strong>of</strong> interest, commercial<br />

relationships and academic relationship. ARVO Commercial Relationships<br />

Policy is a representative statement. Specific disclosure standards may<br />

be variable among journals. Could they be set regardless <strong>of</strong> the amount <strong>of</strong><br />

financial support or recipient? In terms <strong>of</strong> academic relationship, editorial<br />

system plays essential roles in maintaining credibility and medical ethics in<br />

article publication. In this system, academic conflicts between authors and<br />

reviewers are a difficult issue and should be discussed.<br />

Informed consent is the cornerstone <strong>of</strong> ethical prospective medical research<br />

and a requirement for publication <strong>of</strong> such research. Ethics rules in medical<br />

research may have become too bureaucratic and burdensome. In some<br />

cases, the permit process takes more time than the research activity. Why is<br />

it necessary to demand ethics board permits for retrospective clinical studies?<br />

Do we need to reconsider ethics rules in medical research and reach a better<br />

balance between the benefit <strong>of</strong> effective medical research and the safety <strong>of</strong><br />

research subjects?<br />

The Meaning <strong>of</strong> the Impact Factor<br />

The Impact Factor (IF) was proposed to rank the scientific journals and a<br />

marker <strong>of</strong> journal quality. The IF is a ratio between citations and recent citable<br />

items published in a journal; the average number <strong>of</strong> citations received per<br />

published article. Citations to non-source items may inflate the IF. The IF is<br />

directly related to the area <strong>of</strong> the journal. Although IF is useful for ranking<br />

journals but inadequate and not immediate evaluator to journals. Other factors<br />

need to be considered.<br />

The Open Access Movement<br />

The present system <strong>of</strong> peer review used by the large number <strong>of</strong> ophthalmic<br />

journal involves revealing the author›s identity to the reviewer but not the<br />

reviewer›s identity to the authors. This creates an uneven field <strong>of</strong> interaction<br />

that may compromise a fair outcome. There is movement underway towards<br />

an “open model” wherein identity <strong>of</strong> the reviewer is revealed to the author (and<br />

the reader).<br />

Inadequate human resources for eye health have been identified as the most<br />

important barrier to the implementation <strong>of</strong> VISION 2020 - The Right to Sight<br />

in Africa. So far the Eye health community has been trying to solve its human<br />

resources problems out <strong>of</strong> the mainstream local, regional and global human<br />

resources schemes. This presentation will put the eye health human resources<br />

challenges in the African context and identify possible ways in which they can<br />

be ad Dressed within the mainstream system.<br />

Due to severe shortage <strong>of</strong> eye care personnel in most developing countries,<br />

attention has been primarily given to increasing their number. Yet, there is<br />

marked mal-distribution and evidence <strong>of</strong> poor performance among the existing<br />

eye care personnel. This presentation discusses factors associated with<br />

the culture <strong>of</strong> chronic low productivity among existing eye care personnel in<br />

developing countries and makes recommendations on how to make best use<br />

<strong>of</strong> available human resources.
