Hammer says that this divan was summoned three days before Selim’s departure from<br />

8.3. ASSEMBLY OF ISTANBUL: <strong>THE</strong> LEGITIMIZATION OF <strong>THE</strong> WAR<br />

One can trace the change in the Ottoman attitude towards the qizilbash issue in the first<br />

decade of the fifteenth century through the phrases employed by scribes and historians.<br />

The word ‘qizilbash’ is used neither in imperial edicts nor in chapters of the Ottoman<br />

chronicles narrating the events of the year 1500. Rather they employed the word ‘sufi’ in<br />

order to refer to the disciples of Safavid order. 1742 Kemalpaşazāde, for example, uses<br />

‘qizilbash’ for the first time while narrating events of 911/1505 pertaining to the<br />

Ottoman-Safavid relations. He describes Ismail’ movement as fire of anarchy (nār-ı<br />

fitne) that extended to southern Iran (vilāyet-i Fars) and Iraq; and the majesty of the Shah<br />

augmented day by day. But he still does not employ any religious terminology. 1743 He<br />

also uses the same word while reciting Ismail’s campaign on Dulkadir in 913/1507. Here<br />

“Söylediler şaha a’yān k’iy ferīd Bahtun efzūn ola ömrün ber-mezīd<br />

Pās-bān-ı der-gehün bulsun mihir Sāye-i çetr-i felek-sāyun sipihr<br />

Seyr idüb döndükçe çarh-ı āsumān Ömrün olsun iy şeh-i sāhib-kırān<br />

Zāt-ı pākün hās u ‘ām içün müdām Devlet ü baht ile tursun ber-devām<br />
