DEVELOPMENT AND IMPLEMENTATION OF MITIGATION PLANS<br />

As part of the TMDL report, some description of potential strategies for mitigating<br />

water quality problems in the watershed must be provided. However, little detail is<br />

required at this stage since more in-depth analyses are usually undertaken <strong>as</strong> part of<br />

‘watershed restoration’ activities subsequent to TMDL development. In Pennsylvania,<br />

the completion of a TMDL typically triggers the rele<strong>as</strong>e of state funds from the State’s<br />

‘Growing Greener’ programme to develop and implement a restoration plan. This<br />

particular programme is the largest environmental investment in modern Pennsylvania<br />

history, and represents a dramatic restructuring of state spending policy to address<br />

critical environmental concerns. To date, the Growing Greener programme h<strong>as</strong><br />

provided nearly $650 million to protect watersheds, preserve farmland open space,<br />

invest in parks and outdoor recreation, reclaim abandoned mines and wells, and<br />

make improvements to the state’s water and sewer infr<strong>as</strong>tructure. This programme<br />

h<strong>as</strong> distributed grants to local governments, watershed groups and others for the<br />

protection of Pennsylvania’s water resources, including the management of nonpoint<br />

sources of pollution.<br />
