CONCLUSIONS<br />

The ERBD project team is currently in the process of refining its estimates of<br />

phosphorous loadings and water resources protection and restoration me<strong>as</strong>ures’<br />

effectiveness and costs in response to face-to-face consultations with the local<br />

authority engineers and procurement officers that manage the Athboy Catchment.<br />

This process that will be undertaken for each of the catchments in the ERBD<br />

throughout 2006. The project team will also continue to modify and improve the POM<br />

selection feature of its decision support system in consultation with the ultimate<br />

users, which are these same local authority officials. Although the cost-effectiveness<br />

analytical inputs (and thus outputs) and user interface will undoubtedly change <strong>as</strong><br />

each of the catchments are analysed in further detail throughout 2006 and beyond,<br />

the ERBD project’s b<strong>as</strong>ic cost-effectiveness analysis methodology will not change.<br />

Under the ERBD project’s cost-effectiveness analysis methodology, le<strong>as</strong>t-cost POMs<br />

for each catchment will be identified along with the variety of real-world constraints<br />

that must be applied when making final selections of POMs and proceeding to<br />

implementation. With this information, <strong>as</strong> it is to be incorporated into this highly<br />

flexible and dynamic process, WFD objectives for the maintenance and achievement<br />

of good or excellent status water bodies will be achieved pragmatically, transparently,<br />

inclusively, expeditiously, and with the highest possible level of fiscal responsibility.<br />
