6 Streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> f<strong>in</strong>ancial viability <strong>of</strong> <strong>the</strong> registered<br />

clubs <strong>in</strong>dustry<br />

IPART exam<strong>in</strong>ed <strong>the</strong> amalgamation process, and considered stakeholder concerns<br />

about <strong>the</strong> complexity and cost <strong>of</strong> <strong>the</strong> process. It concluded that measures are needed<br />

to provide more <strong>in</strong>formation to <strong>in</strong>dividual clubs about <strong>the</strong> requirements <strong>of</strong> <strong>the</strong><br />

process. Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and performance benchmark<strong>in</strong>g (as<br />

discussed <strong>in</strong> Chapter 7) will also better equip clubs to identify <strong>the</strong> optimum time to<br />

amalgamate.<br />

amalgamate are discussed <strong>in</strong> detail <strong>in</strong> Chapter 11.<br />

6.2.6 Mak<strong>in</strong>g it easier for clubs to be established<br />

As outl<strong>in</strong>ed <strong>in</strong> 6.1.5, it is important to ensure that <strong>the</strong>re are no undue barriers<br />

prevent<strong>in</strong>g <strong>the</strong> establishment <strong>of</strong> new clubs <strong>in</strong> areas where <strong>the</strong>y are needed. IPART<br />

exam<strong>in</strong>ed how clubs are established. It found that <strong>the</strong> chang<strong>in</strong>g operat<strong>in</strong>g<br />

environment and maturity <strong>of</strong> <strong>the</strong> <strong>in</strong>dustry make it unlikely that <strong>the</strong>re will be ano<strong>the</strong>r<br />

1950s style boom <strong>in</strong> <strong>the</strong> number <strong>of</strong> registered clubs. However, <strong>in</strong>itiatives <strong>in</strong> three key<br />

areas will help make it easier for clubs to be set up <strong>in</strong> areas that need <strong>the</strong>m:<br />

Provid<strong>in</strong>g greater guidance to groups wish<strong>in</strong>g to establish a registered club.<br />

IPART considers that OLGR and peak bodies should produce a guide to<br />

registration, and a pro-forma club constitution to assist <strong>in</strong> this area.<br />

Includ<strong>in</strong>g an allowance for land that is suitable for establish<strong>in</strong>g a registered club<br />

when plann<strong>in</strong>g for new developments.<br />

Cont<strong>in</strong>u<strong>in</strong>g to provide new clubs with access to 10 free gam<strong>in</strong>g mach<strong>in</strong>e<br />

entitlements until alternative measures to help new clubs are <strong>in</strong> place.<br />

be established are discussed <strong>in</strong> detail <strong>in</strong> Chapter 12.<br />

6.2.7 Remov<strong>in</strong>g unnecessary regulatory restrictions on clubs<br />

While IPART did not f<strong>in</strong>d that regulatory ‘red tape’ is a significant factor <strong>in</strong> clubs’<br />

f<strong>in</strong>ancial viability, it did exam<strong>in</strong>e several specific regulatory requirements that<br />

<strong>Clubs</strong><strong>NSW</strong> submitted create an unnecessary burden on clubs, and found that some<br />

<strong>of</strong> <strong>the</strong>m should be amended or removed.<br />
