7 Improv<strong>in</strong>g clubs’ f<strong>in</strong>ancial report<strong>in</strong>g and performance<br />

benchmark<strong>in</strong>g<br />

require <strong>the</strong>m to report on <strong>the</strong> trad<strong>in</strong>g performance <strong>of</strong> <strong>the</strong>se departments <strong>in</strong>dividually,<br />

to provide <strong>the</strong> board, management and members with an understand<strong>in</strong>g <strong>of</strong> <strong>the</strong><br />

pr<strong>of</strong>its (or losses) from each department.<br />

IPART considers that <strong>the</strong> Club Viability Panel it is recommend<strong>in</strong>g be established (see<br />

Chapter 8) should be asked to develop and recommend <strong>the</strong> standardised report<strong>in</strong>g<br />

format(s) for f<strong>in</strong>ancial management accounts to <strong>the</strong> M<strong>in</strong>ister for Gam<strong>in</strong>g and Rac<strong>in</strong>g.<br />

The best practice guidel<strong>in</strong>es for benchmark<strong>in</strong>g club performance developed by<br />

<strong>Clubs</strong><strong>NSW</strong> and discussed <strong>in</strong> Box 7.1 (<strong>in</strong> section 7.2) would provide a good start<strong>in</strong>g<br />

po<strong>in</strong>t for develop<strong>in</strong>g <strong>the</strong>se formats.<br />

Once <strong>the</strong> standardised report<strong>in</strong>g formats are approved, clubs should be required to<br />

submit one set <strong>of</strong> f<strong>in</strong>ancial management accounts <strong>in</strong> <strong>the</strong> format <strong>the</strong>y currently use to<br />

<strong>the</strong> Club Viability Panel. The Panel will <strong>the</strong>n determ<strong>in</strong>e if <strong>the</strong>ir current format is<br />

consistent with <strong>the</strong> standardised report<strong>in</strong>g format or can readily produce <strong>the</strong><br />

bus<strong>in</strong>ess efficiency and f<strong>in</strong>ancial viability measures clubs are required to submit to<br />

<strong>the</strong> Club Viability Panel, <strong>in</strong> which case <strong>the</strong>y are exempt from <strong>the</strong> requirement to<br />

adopt <strong>the</strong> standardised report<strong>in</strong>g format.<br />

If <strong>the</strong> current format is not consistent with <strong>the</strong> standardised report<strong>in</strong>g format and no<br />

exemption is granted, clubs with annual gam<strong>in</strong>g revenue between $1 million and<br />

$5 million should be allowed a transition period <strong>of</strong> 18 months to comply with <strong>the</strong><br />

standardised report<strong>in</strong>g format. <strong>Clubs</strong> with annual gam<strong>in</strong>g mach<strong>in</strong>e revenue less<br />

than $1 million should be allowed a period <strong>of</strong> two years to comply, <strong>in</strong> recognition <strong>of</strong><br />

<strong>the</strong>ir more limited resources. All clubs with annual gam<strong>in</strong>g mach<strong>in</strong>e revenue <strong>of</strong> less<br />

than $5 million should be eligible to apply for f<strong>in</strong>ancial assistance from <strong>the</strong> Club<br />

Viability Panel to help <strong>the</strong>m comply with <strong>the</strong> standardised report<strong>in</strong>g format (eg, to<br />

buy and <strong>in</strong>stall new account<strong>in</strong>g s<strong>of</strong>tware).<br />

IPART notes that 90 per cent <strong>of</strong> clubs <strong>in</strong> <strong>NSW</strong> earn annual gam<strong>in</strong>g revenue <strong>of</strong> less<br />

than $5 million (see Table 2.2) and so would be required to use <strong>the</strong> standardised<br />

report<strong>in</strong>g format. IPART considers that it is not necessary to require <strong>the</strong> o<strong>the</strong>r 10 per<br />

cent <strong>of</strong> clubs (those with annual gam<strong>in</strong>g revenue <strong>of</strong> more than $5 million) to use <strong>the</strong><br />

standardised report<strong>in</strong>g format. As discussed above, <strong>the</strong>se larger clubs are likely to<br />

already prepare and analyse detailed f<strong>in</strong>ancial management accounts. Thus,<br />

requir<strong>in</strong>g <strong>the</strong>m to use <strong>the</strong> standardised report<strong>in</strong>g format would not provide <strong>the</strong>m<br />

with additional benefits, and so would create an unnecessary adm<strong>in</strong>istrative burden.<br />

While some large clubs are not currently pr<strong>of</strong>itable (see Table 6.4), IPART considers<br />

that <strong>the</strong>se clubs have <strong>the</strong> necessary <strong>in</strong>formation and resources available to adequately<br />

assess <strong>the</strong>ir f<strong>in</strong>ancial position.<br />

IPART also notes that a club’s f<strong>in</strong>ancial management accounts provide <strong>the</strong> basis for<br />

its audited f<strong>in</strong>ancial reports. Us<strong>in</strong>g a standardised report<strong>in</strong>g format for <strong>the</strong>se<br />

accounts will not reduce <strong>the</strong> club’s ability to prepare its audited f<strong>in</strong>ancial reports, <strong>in</strong><br />

l<strong>in</strong>e with ASIC’s requirements. Nor will it affect <strong>the</strong> club’s ability to prepare<br />

quarterly f<strong>in</strong>ancial statements <strong>in</strong> l<strong>in</strong>e with <strong>the</strong> requirements <strong>of</strong> <strong>the</strong> <strong>Registered</strong> <strong>Clubs</strong><br />

Amendment Regulation 2007. Ra<strong>the</strong>r, <strong>the</strong> standardised report<strong>in</strong>g format for f<strong>in</strong>ancial<br />
